Responsibilities Develop and maintain project budgets/baselines, short- and long-term forecasts, and expenditure plans for assigned major and/or multi-year project(s) and/or programs. Develop the aggregation, reconciliation, and update to the budget(s), forecast(s) and spending plan(s) according to jurisdiction splits, asset types, cost drivers, and funding sources. Create and maintain a risk register; evaluate level of contingency needed using appropriate methods (e.g. Monte Carlo analysis). Perform complex and detailed research, updates, and data gathering/analysis in areas of cost controls (e.g. budget, actual, commitment, contingency, earned value, cost per unit, cost impact analysis). Prepare and present results, alternatives, and/or recommendations to support business decisions, to manage project costs and schedules, and to mitigate potential risks to major and/or multi-year project(s) and/or programs. Involve and support change control and contract negotiation/claim management. Support the implementation, analysis, and reporting of performance using industry metrics (e.g., earned value management.). Collaborate with stakeholders and utilize applicable estimating, cost management, and/or scheduling knowledge, techniques, and tools to determine and communicate the results (e.g., trend, variance, and cost impact). Collaborate with and obtain data/information from various project stakeholders (e.g. project managers, functional managers, discipline leads, and team members) in a matrixed organizational structure. Ability to communicate effectively, maintain positive working relationships, and exercise tact and diplomacy in dealing with multiple parties. Qualifications A combination of education, training, and experience, generally equivalent to those typically possessed by a 4-year college graduate; advanced degree preferred. 7+ years’ experience in cost controls/management Demonstrated experience in Project Management, Project Controls, and/or Construction Management, or equivalent experience Experience using Microsoft software (e.g. Word, Excel, PowerPoint, and Visio) and SAP or similar Enterprise Resource Solutions application. Experience with Project Controls software (e.g. Project, Primavera and Contract Manager) Utility construction, CA regulated, regulatory, and EPC experience preferred. Knowledge and experience in contract negotiation/management, handling/reviewing claims, and processing/managing change orders. Hybrid work schedule; Must be local to Southern California. The salary range for this position is $115,000 - $130,000. The offered salary will be based on the applicants qualifications, education, experience and work location.
