About The Position

We are seeking a Senior Contracts Manager to join our Navy Systems team based in York, PA. Our Navy Systems business supports all major defense industrial base shipbuilders and has been supplying mission critical cooling and refrigeration equipment and systems to the US Navy for over 100 years. This is an exciting opportunity to provide overall contract management stewardship across the entirety of programs within a growing business and fast-paced environment. At Johnson Controls Navy Systems (JCNS) we have been supplying air conditioning and refrigeration equipment and services to the US Navy since 1917. The Sr. Contracts Manager will be responsible for all aspects of the Johnson Controls Navy Systems contracts’ portfolio, including supporting proposal preparation, contract negotiation, contract administration, and customer contact activities to provide for proper contract acquisition and fulfillment in accordance with company policies, legal requirements, and customer specifications. This role partners with the Program Managers and cross functional organization to optimize program / contract performance to ensure customer satisfaction in support of the business’s goals and strategic plan. As a key contributor in the business, you will be actively engaged with the Johnson Controls Navy Systems (JCNS) team reporting into the Director of Programs and Contracts Management.

Requirements

  • 8+ years’ experience in contracts management roles or related experience.
  • Experience working in a Department of Defense (DoD) contracting environment, preferably supporting the U.S. Navy.
  • Knowledge of Federal laws, regulations, terms, conditions, and policies affecting government contracts, including FAR, DFARS, and other agency regulations.
  • Experience working with internal and external stakeholders to achieve contract objectives.
  • Solid proposal development and negotiation skills.
  • Knowledge and proficiency using Microsoft Office Suite of Applications.
  • Excellent interpersonal and negotiation skills.
  • Strong critical thinking skills.

Nice To Haves

  • Experience working with contracts related to manufacturing and/or production.
  • Knowledge of P&L management practices.
  • Experience working with large federal government contracts ($10+ million).

Responsibilities

  • Review and provide feedback on customer RFIs, draft RFPs, and RFPs.
  • Guide the program on the implications of contract terms and conditions and propose recommended exceptions.
  • Review and approve contractual documents for protection of the company's contractual/risk posture.
  • Partner closely with the Program Managers, Proposal Manager, and Pricing & Estimating (P&E) to develop and implement proposal strategies.
  • Operate as a liaison with Legal counsel on contractual matters.
  • Plan and execute successful contract negotiations and achieve targeted profit rates.
  • Lead contract administration and customer contact activities.
  • Ensure compliance with all contractual requirements and interpret contract requirements for program and functional leadership.
  • Draft formal correspondence and coordinate deliverable submittal with all stakeholders.
  • Regularly interface and collaborate with program, technical and operations organizations.
  • Demonstrate commitment and energy to meet customer needs with effective communication.
  • Meet and engage with customers and stakeholders to establish relationships and understand requirements.
  • Ensure contract compliance with FAR, DFAR, and other DoD agency regulations.
  • Work closely with direct Navy and Shipyard customers.
  • Establish and communicate program and contract area department vision.
  • Lead and participate in contract negotiation and changes.
  • Identify and assess program risks and issues, and develop resolutions.
