About The Position

Under general direction of the Assistant Vice President (AVP), Code, Construction & Survey, reviews, coordinates and oversees permit issuance and field implementation of tenant construction projects and administers testing and inspection programs for all construction projects. Exercises considerable latitude for unsupervised action or decision in the coordination of construction activities, ensuring that the needs of all interested parties are met with respect to safety, security and impact on the Airport’s operations and infrastructure. Monitors and identifies scope, objective, resources, deliverables, work plans and other key aspects to ensure minimal impact to Airport Operations. Supervises the building permit process, code inspectors for plan review, and code required inspections. Requirements

  • Bachelor's degree in civil engineering.
  • Five (5) years of progressively responsible experience in construction coordination or management.
  • Two (2) years of supervisory experience.
  • Any equivalent combination of education and/or experience may be substituted for the above.
  • Possession of a valid Class C driver's license.
  • Knowledge of the theory, principles, practices and design fundamentals of civil engineering.
  • Knowledge of local, state and national codes and regulations relating to major public works development.
  • Ability to detect and correct non-complying items during plan review and through inspection of the in-progress or finished work.
  • Ability to communicate clearly and effectively, both orally and in writing.
  • Ability to maintain harmonious internal and external working relationships.

Responsibilities

  • Advises the AVP on policies, programs and activities related to the design, construction, and modification of facilities on Airport property.
  • Supervises Construction Permit Manager and Code Inspector Manager to ensure all processes and procedures are followed.
  • Judicious in determination of all questionable construction activities for permit and code inspections by ensuring life safety, customer service and possible cost savings are considered. Coordinates such activities with other Airport stake holders to meet regulatory requirements.
  • Develops, refines and improves procedures to enhance the productivity and procedures related to permit processing and code inspections.
  • Represents Code group in design development process to integrate permit review and approvals to meet construction schedules.
  • Manages Airport participation agreements (reimbursable contracts). Reviews and approves reimbursements to tenant developers.
  • Monitors and facilitates airspace and Airport Layout Plan (ALP) modification for tenant projects. Coordinates FAA determination with Airfield Operations group and Traffic Control and Transportation Inspector.
  • Supervises Inspections Support Coordinator position in order to expedite permit inspection tracking, permit close out, and issuance of certificate of occupancy.
  • Advises AVP when all prerequisites to a Certificate of Occupancy are satisfied.
  • Coordinates the review of submittals for modifications to the automated access control, parking control and CCTV systems and initiates work orders to other Board departments for necessary work.
  • Ensures that construction activity is properly coordinated with other Board departments, the FAA, Airport tenants and utility service providers for use of construction equipment, runway/taxiway/roadway closures, electrical circuit lock-outs and FAA NAVAIDS equipment shut-downs.
  • Manages, plans, schedules, supervises and evaluates the activities of subordinate staff and ensures the accuracy, timeliness and quality of work produced.
  • On a 24-hour basis, receives reports of construction-related emergencies and construction incidents that impact airport operations or infrastructure and provides immediate response.
