About The Position

The Senior Compliance Specialist works as part of a team under the direction of the Compliance Director, to ensure that compliance is maintained throughout the region. This includes providing guidance, project oversight, project development, and compliance training to the staff of the John Stewart Company. The Senior Compliance Specialist must remain educated on all compliance updates, relate well to people, exercise good judgment and discretion in dealing with owners, agencies, residents and co-worke rs. It is necessary for the position to travel independently to various locations on a regular basis in the most time efficient method possible, usually by personal automobile. On occasion a visit to sites in other John Stewart Company locations, (Southern California, SF Bay Area and South Bay) may be required.

Requirements

  • Problem Sensitivity/ Deductive Reasoning — Ability to tell when something is wrong or is likely to go wrong and then apply general rules to specific problems to produce answers that make sense. Use logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems and considering the relative costs and benefits of potential actions to choose the most appropriate one.
  • Policies and Regulations —Knowledge of company polices, federal, state and local laws, government regulations and agency rules that pertain to JSCo projects.
  • Written Comprehension and Expression — Ability to read, understand and communicate information and ideas in writing so others will understand.
  • Oral Comprehension and Expression — Ability to listen to, understand and speak so others can understand ideas and information presented verbally.
  • Mathematical Skills —Ability to add, subtract, multiply, and divide, using whole numbers, fractions, and decimals. Ability to compute rate, ratio, and percent.
  • Policies and Regulations — Knowledge of company polices, federal, state and local laws, government regulations and agency rules that pertain to properties managed.
  • HUD Regulations – Knowledge and certification of HUD policies and procedures to include EIV.
  • LIHTC Regulations – Knowledge and certification of state Low Income Housing policies and procedures.
  • OTHER Regulations (BOND, HOME, etc) – Knowledge and certification of all regulatory programs as designated to each project.
  • Demonstrates experience in problem identification, analysis, recommendation of options and development of logical and workable solutions.
  • Demonstrates knowledge on Microsoft Office programs such as WORD, EXCEL, and OUTLOOK are essential.
  • Associates Degree; Bachelors of Arts or Science; or one year experience in affordable housing management and two years of compliance experience; or equivalent combination of education and experience is desirable.

Nice To Haves

  • MRI, Boston Post, and Zendesk software knowledge a plus.

Responsibilities

  • Ensures consistent application of the Resident Selection Policy
  • Complies with new policies and forms including leases and addenda with Leasing Staff
  • Exercises common sense, good judgment, consistency and self-control in day-to-day contact with Applicants and in other business-related matters.
  • Reviews and assists in the development of company policies and procedures, to complete and maintain accurate resident files at move-in and throughout their occupancy within the established regulatory guidelines.
  • Attends training and seminars to keep up to date on trends and changing conditions, as requested and/or required by JSCO or the Compliance Director.
  • Communicates all problems to Compliance Director for assistance in resolution.
  • Works together with the compliance team to include Compliance Specialists and Compliance Assistants as needed.
  • As needed, assists with lease signing and move ins for initial lease ups.
  • As needed, assists with intake interviews and file processing, either at Corporate office or property site.
  • Reviews all completed rental applications and leases for accuracy and completeness, and for conformance to JSCo’s Policies and Procedures.
  • Ensures resident selection program compliance - HUD, TCAC, Home Program, RHCP, CAL HFA. AHP, etc (as applicable).
  • Ensures that property staff has obtained appropriate documentation, completes certifications, in accordance with program policies and procedures.
  • Prepares daily, weekly, and monthly reports as assigned.
  • Updates and develops compliance databases as needed.
  • Reviews Regulatory Agreements for compliance purposes, such as setting up Yardi accounts, and preparing for file audits.
  • Reviews resident program re-certifications and renewals semi-annually and annually as required.
  • Reports corrections to property staff, Regional Managers, and Compliance Director.
  • Assists Compliance Director with all aspects of the compliance department for the regional office.
  • Reports any areas or property issues that need attention to the proper departments such as the Regional Manager, etc.
  • Any additional administrative, compliance, or lease-up duties not detailed above that may be requested by the Compliance Director and/or Vice President.
