About The Position

The Office of Illinois Works is implementing an exciting new team, Career Services, focused on engaging Pre-Apprenticeship Program graduates and supporting them as they move to the next steps in their career in construction and the trades. The Senior Career Services Manager will work in a very dynamic and impactful office within DCEO and will be charged with ensuring that high quality and timely career services are delivered to program graduates along with working with contractors and other external stakeholders to secure job opportunities for program graduates. Requirements

  • Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college, preferably with courses in business or public administration.
  • Requires prior experience equivalent to three (3) years of progressively responsible administrative experience in a public or business organization.
  • Requires appropriate, valid driver's license.
  • Requires ability to travel in the performance of duties, with overnight stays as appropriate.
  • Requires completion of a background check and self-disclosure of criminal history.
  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with Executive Ethics Commission (See Executive Order 15-09) Fines and penalties apply to untimely filings.

Nice To Haves

  • Prefer three (3) years' experience working with contractors/employers to secure job opportunities for Illinois Works graduates.
  • Prefers two (2) years' experience providing guidance counseling or career counseling.
  • Prefers three (3) years' experience developing and implementing programmatic policies and procedures.
  • Prefers three (3) years' experience supervising staff.
  • Prefers one (1) year experience overseeing program compliance and process improvement.
  • Prefers intermediate knowledge of Microsoft Excel Word, Outlook SharePoint and databases, with working knowledge of reporting tracking systems.
  • Prefers three (3) years' experience and/or comprehensive working knowledge of state and/or federally funded pre-apprenticeship/apprenticeship training programs preferably of construction trades training programs and Dept. Of Labor apprenticeship program requirements.

Responsibilities

  • Directs the organization, planning, execution, and oversight of the Illinois Works Career Services Program for the Downstate Region, ensuring alignment with regional workforce development strategies and goals.
  • Oversees the delivery of comprehensive Career Planning Services to Illinois Works graduates, ensuring alignment with regional workforce development goals and objectives.
  • Serves as full-line supervisor.
  • Manages contractor and graduate relations.
  • Prepares and distributes reports.
  • Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above.
