The Senior Budget and Data Analyst will report to, and work directly with, the Director, Capital Program. In this role, the Senior Analyst will assist in managing the IAA's Capital Program, which includes the IAA's multi-year $1+ billion capital budget and the FAA-AIP funded Airport Capital Improvement Program (ACIP). This role will be responsible for monitoring Planning and Development's department operating budget, ensuring budget compliance of the entire capital program, including budget preparation, budget reporting, short-term and long-term cashflow requirements, invoice and purchase order processing, and disbursements. This position will prepare capital budget reports and meaningful dashboards to aid Planning and Development leadership in monitoring the program. Provide deep analysis of data related to the capital program and determine the best way to represent the information visually to Managers, Directors, and stakeholders. The Senior Budget and Data Analyst will ensure the quality in the data and help define key performance metrics for the program. They will assist in the annual preparation of the 5-Year Capital Improvement Program and the monthly distribution of the Capital Cash Flows. They will assist in developing advanced analysis for operating expenditures and capital programs, useful lives of assets, funding sources of the program, and enhanced cash-flow forecasting on a short-term and long-term basis. This position will manage the Capital PO system to ensure that contracts are within the approved budget, ensure all required approvals have been obtained and all required information is entered into the system in a timely and accurate manner. This position will help research and analyze project-specific information related to funding, timing/phasing, and other information related to the use or development of IAA's property. When capital projects are substantially complete, they will coordinate with the Finance department and provide guidance on the fixed assets to be set up in the financial system as well as how long the asset should remain on the books amortizing. They will provide support during the year-end annual external audit and prepare the CIP accrual. The Senior Analyst will work closely with closely with Project Managers, Grants Administrator, and Senior Contracts Administrator within Planning and Development along with Finance, IT, and Properties throughout the life of each capital project. This position needs to have a good understanding of database management since multiple databases are used by IAA to facilitate requirements and management objectives.
