The position involves providing comprehensive analysis and metrics of software development activities to update OMB and DOJ dashboards. The candidate will be responsible for creating cost estimates for future Government procurement efforts and drafting input for official data call responses within defined timelines. Additionally, the role includes drafting monthly summary reports of development and maintenance contractor activities, as well as Standardized Work in Progress (SWIP) submissions. The candidate will attend daily development contractor Agile scrum meetings, providing summary reports that reflect current progress and issues requiring Government attention. Participation in all development contractor scrum ceremonies is also required, along with providing feedback for Government review. The role involves coordinating risk management review meetings with Government stakeholders and maintaining a risk register, assessing risks using published Operational Risk Management (ORM) theory, and drafting strategies to minimize risk likelihood and impact to the customer's program. Monitoring contractors' project schedules, quality, and milestones is essential, as is supporting contractor schedule planning during project initiation and Program Increment Planning. The candidate will review and provide feedback on baseline schedules and related artifacts, monitor and provide recommendations on the development/maintenance programs' 'Definition of Done,' and conduct contractor invoice analysis when required. The role also includes conducting special studies and assessments, providing advice and subject matter expertise on agile management approaches, and assisting in the use of the latest customer version release of the Life-Cycle Management (LCM)/Lean Agile Life-Cycle Framework (LALCF).

  • Support Contractor schedule planning during project initiation, Program Increment Planning and Sprint Review and Planning.
  • Review and provide feedback on baseline schedule and related artifacts (Release Roadmap, Basis of Estimate [BOE], and Statement of Work [SOW]).
  • Monitor and provide recommendations on development/maintenance programs' 'Definition of Done,' as it relates to Agile Software Development Methodology.
  • Provide contractor invoice analysis, when required.
  • Conduct special studies, assessments, and recommendations, when required.
  • Provide advice and subject matter expertise on agile management approaches and frameworks.
  • Assist in providing services and technical advice to the PM in the use of the latest customer version release of the Life-Cycle Management (LCM)/Lean Agile Life-Cycle Framework (LALCF).
  • BS/BA in Computer Science, Information Systems, Engineering, Business, Physical Science, or other technology.
  • H.S. Diploma + 4 years additional experience equals Associate's Degree.
  • Associate's Degree + 4 years additional experience equals Bachelor's Degree.
  • Minimum 5 years of experience in governance, oversight and cost analysis or closely related experience.
  • Experience with Integrated Master Schedule (IMS), Critical Path and Schedule Risk Assessment analyses.
  • Experience relating software development metrics to technical achievement.
  • Experience in cost estimating and reporting.
  • Active Top Secret Security Clearance.
  • Program Management Professional (PMP) Certification.
  • Certified Scrum Professional (CSP) Certification or Scrum Certificate.
  • Experience assessing risks using published Operational Risk Management (ORM) theory on government programs and projects.
  • Experience with FOLIO reporting system.
  • Experience with federal IT dashboards.
  • Minimum 3 years of Agile Software Development experience.
  • Minimum 3 years of experience in Microsoft Office Suite (Word, Excel, and PowerPoint), Microsoft Project, and SharePoint (User).
  • Minimum 1 year of experience with Microsoft Azure DevOps (formerly known as Team Foundation Server).
