The Senior Associate Engineer, Special Facilities – Civil Design at San Jose Water Company plays an integral role in the design and delivery of site-based infrastructure projects that support the Company’s Capital Improvement Program (CIP). Reporting to the Engineering Unit Manager, this position supports the development of construction-ready designs for groundwater wells, pump stations, treatment systems, storage tanks, and other facility improvements. Building on a strong foundation in civil engineering, the Senior Associate Engineer takes on increasing responsibility for technical analysis, interdepartmental coordination, and regulatory compliance. This position works closely with senior staff, internal stakeholders, and external agencies to ensure that design work is safe, constructible, cost-effective, and aligned with project schedules and operational needs. While not a supervisory role, this position is expected to demonstrate initiative, apply sound engineering judgment, and contribute to the continuous improvement of civil design practices and project delivery.

Requirements

  • Working knowledge of civil engineering principles related to facility and site development, including grading, drainage, structural foundations, and site access.
  • Familiarity with construction methods, permitting practices, and utility coordination requirements for water utility infrastructure.
  • Proficiency in AutoCAD, Microsoft Office and digital design tools such as Bluebeam.
  • Understanding of applicable codes and standards governing public water systems and site development (e.g., CEQA, CPUC, AWWA, building and stormwater).
  • Strong analytical, organizational, and problem-solving skills with the ability to manage competing priorities and meet deadlines.
  • Effective communication skills for technical coordination across departments and engagement with external agencies.
  • Self-motivated with a continuous improvement mindset and a desire to expand technical depth and project leadership capabilities.
  • Bachelor’s degree in Civil Engineering or a related field from an accredited institution.
  • Valid California State Registration as a Professional Civil Engineer.
  • Minimum of 5 years of progressive engineering experience in facility or civil infrastructure design, or 2 years of experience as an Associate Engineer within the Special Facilities group.

Nice To Haves

  • Experience preparing construction drawings and specifications, and coordinating with permitting agencies, contractors, and consultants is strongly preferred.
  • Prior experience delivering capital projects in a regulated water utility or public works setting is desirable.

Responsibilities

  • Promote a strong safety culture by adhering to company safety policies, OSHA regulations, and industry best practices in facility design.
  • Prepare civil design drawings, technical specifications, cost estimates, and construction bid documents for capital projects under the guidance of senior staff.
  • Perform engineering analyses, field investigations, and site assessments to inform design decisions related to grading, drainage, site layout, and structural elements.
  • Review internal and consultant-prepared designs for technical accuracy, constructability, compliance, and conformance with standards.
  • Support permitting activities, including coordination with planning, grading, encroachment, and environmental review agencies to ensure timely approvals.
  • Collaborate with internal teams to integrate operational needs and field conditions into design packages.
  • Respond to RFIs and submittals during construction and assist in resolving design-related field issues to maintain project progress and quality.
  • Contribute to the maintenance and refinement of standard design templates, CAD workflows, and technical documentation used across the Special Facilities team.
  • Participate in constructability reviews and value engineering efforts to optimize project design for safety, maintainability, and long-term performance.
  • Provide informal technical guidance to junior engineers and engineering technicians to support peer learning and team development.
  • Identify opportunities to improve design efficiency, reduce permitting delays, and enhance the quality and reliability of infrastructure projects.
