Step into your new role as Senior Administrator – Carrier Relations & Contract Management, where you’ll take ownership of administering and providing operational support for complex GRA contracts. You’ll lead negotiations with Incumbent Local Exchange Carriers (ILECs), Competitive Local Exchange Carriers (CLECs), and other entities to secure facilities and services for interconnection, Electronic 911 Service (E911)/Next Generation 911 (NG911), and traffic exchange. Beyond negotiation, you’ll coordinate the implementation of products and services tied to these agreements, ensuring smooth execution from start to finish. As the primary interface between TDS and carriers, you’ll resolve contractual issues and disputes, while maintaining compliance with legal guidelines and corporate standards in Ariba. Your responsibilities will include managing renewals, rate changes, PSC filings, assignments, and other contractual documentation. You’ll also create reports, upload supporting documentation, and update agreements to ensure accuracy of terms and conditions—all while keeping a close eye on renewal and expiration timelines. In addition, you’ll support the Sr. Manager – Carrier Relations and Regulatory Compliance by managing compliance activities for state and federal broadband grant agreements. This includes preparing reports for new grants and tracking progress throughout broadband projects to meet agency requirements.

Requirements

  • Bachelor's degree –OR- 4+ years professional work experience.
  • 2+ years’ experience in contract administration.

  • Familiarity with internal management systems (Ariba contract management system and the xSuite Fiori Invoice Payment system).
  • Knowledge of telecommunications industry.
  • Ability to work both independently, as well as effectively with individuals from various disciplines both inside and outside of the company.

Responsibilities

  • Serve as a contact and negotiator on contracts and agreements with cable companies, federal and state entities, wireless carriers, ILECs and CLECs. Work with TDS Attorneys on contract reviews and legal approvals.

  • Manage the administration of all negotiated contracts
  • Adhere to database procedures for legal/signatory approval and Monitor contracts for specific updates, including renewals, rate increases, insurance, bonds and terminations.
  • Prepare Contract Execution Request Forms (CERF) and signature packages
  • Prepare Contract Billing Information Transfer Sheets (CBITS)
  • Coordinate/monitor PSC filings and approvals
  • Adhere to all legal administration requirements
  • Manage compliance activities related to state and federal broadband grant agreements. This entails initial reporting requirements for new grants, and ongoing reporting of progress during the life of the broadband project, as well as post-project compliance activities in accordance with grant agreement terms.
  • Monitor, review, and handle incoming email notifications sent to Carrier Relations via industry notices, external & internal inquiries and to the Ariba contract mailbox (review designated contract, determine action needed, complete tasks and/or update Event notice settings). Maintain the Carrier Notices tracking log and lead the inter-departmental team during the quarterly Carrier Notices meeting to ensure that all changes are timely captured and acted upon across the organization. Administer outgoing carrier notifications for network and billing changes, maintain TDS public notice website. Provide key support to Carrier Relations and other GRA personnel on an ad hoc basis. Examples include, monitoring PSC contract filings & approvals, ensuring compliance with TDS record retention policy, and ad hoc support for both reporting and tariffing.
  • Receive, track, and process carrier accounts payable invoices utilizing multiple data spreadsheets and Invoice Payment systems. Analyze whether a received invoice should be disputed and contact the appropriate people within the organization regarding a dispute. Work with Customer Account Services to dispute accounts.
