As the Sr. Administrator of Affordability Programs & Regulatory Compliance, you become the expert others rely on to navigate complex federal and state affordability program requirements. Each day, you’re the one ensuring the company stays aligned with rigorous standards—protecting TDS from risk, fines, and reputational harm. In this position, you own the operational heartbeat of compliance. You will: Guide critical tasks and workflows that keep TDS aligned with regulatory and internal expectations. Embed thoughtful controls into processes and proactively identify risks before they become issues. Keep procedures sharp and up to date, ensuring documentation reflects the latest regulatory changes. Adapt and optimize workflows, helping the organization stay both compliant and efficient as rules evolve. Act as the go‑to expert, educating colleagues and representing TDS in communications with regulatory agencies. Lead internal audits and support external reviews, ensuring accuracy and readiness at every stage. Analyze and submit precise federal and state reports, knowing your attention to detail directly supports our compliance standing. Coordinate across multiple departments, bringing people and processes together to meet shared regulatory objectives. You’ll regularly collaborate with groups across the company and serve as a liaison with agencies such as the Universal Service Administrative Company (USAC) and various state commissions. In partnership with the Manager of Regulatory Compliance, you’ll help carry out FCC and state mandates, support audit activities, and guide the organization through an ever‑changing regulatory landscape. In this role, you’re not just following regulations—you’re shaping how TDS meets them with excellence.

Requirements

  • Bachelor's degree –OR- 4+ years professional work experience.
  • 3+ years of experience in the telecommunications field preferably in regulatory, project management, finance or operational matters
  • Analytical, problem-solving, and critical thinking abilities
  • Ability to connect daily operations to regulatory compliance or decision making
  • Excellent written and verbal communication
  • Ability to work independently and collaboratively across teams
  • Exceptional organizational and project management skills
  • High attention to detail
  • Knowledge of telecommunications industry
  • Proficiency in Microsoft Office Suite and related applications

Responsibilities

  • Ensure program compliance by verifying customer eligibility, applying correct discounts, and updating internal/external systems.
  • Review daily reports and work queues to maintain accurate account updates.
  • Oversee system/report maintenance and implement efficiency improvements.
  • Prepare and submit required reports; research and respond to complaints.
  • Manage state-specific compliance (CA, FL, OR, NY, others as needed).
  • Support customer-facing teams with clear communication and escalate issues when necessary.
  • Escalate other issues, such as recurring reports/data received, external USAC matters, when necessary.
  • Maintain and update policies, procedures, and records to meet internal and external requirements.
  • Execute ongoing program tasks (e.g., customer notices/outreach).
  • Stay current on regulatory changes and adapt processes accordingly.
  • Ensure compliance with record retention rules.
  • Assist with compliance reviews, research, and internal communications.
  • Support Regulatory Compliance Manager and assist Compliance team as needed with special projects for all TDS operations. This may include supporting compliance reviews, implementation matters, general regulatory research, and preparation of internal communication documents such as rule and compliance summaries.
  • Conduct internal audits and risk assessments to identify areas for improvement; support external audits with accurate, timely responses (Biennial, BCAP, PQA, ACP-related).
  • Drive initiatives to improve processes, reduce costs, and increase efficiency through data analysis, project management, and cross-functional collaboration.
  • Enhance data collection/reporting and review procedures for optimization.
