Requirements

  • Knowledge of: Standard Specifications and Standard Maintenance Special Provisions.

  • A high school diploma or its equivalent and four years of relevant employment experience or; an Associate’s degree from an accredited college or university and two years of relevant experience or; a Bachelor's degree from an accredited college or university.

Responsibilities

  • Develops, implements, and maintains specifications for Construction, Maintenance, and Local Agency Program (LAP). This includes tracking and formatting Developmental Specifications, District Special Provisions, and Technical Special Provisions. Provides solutions to Central Office Technical Experts and District challenges requiring assistance or technical advice.
  • Coordinates the publication and distribution of Standard Specifications. Assists in the production and publication of the “Standard Specifications for Road and Bridge Construction” eBook. This includes but is not limited to, ensuring that adopted specifications are modified, so as to eliminate conflict between current versions and versions applicable at the time of implementation of the published eBook.
  • Formats, tracks, and processes proposed specification revisions to the Standard Specifications. These revisions may be in the form of either Special Provisions or Supplemental Specifications. Maintains various electronic files detailing the history of individual specification revisions, from origination to adoption and any specification development issues.
  • Develops, implements, and performs training related to construction/maintenance contracts, agreements, specifications, operations, and related systems to ensure program uniformity.
  • Assists with the redevelopment of the Specs on the Web application. Provides expertise to stakeholders for End User requirements. Develops training for the release of the application. Identifies maintenance needs and coordinates with OIT to update. Provides quarterly application reports to State Specifications Engineer as directed.
  • Develops, updates, implements, and maintains Procedures related to the Specifications Office in a complete and current manner. Performs and documents Quality Assurance Reviews to assist Districts in complying with specifications procedures.
  • Serves as a liaison between the Specifications Office and various statewide entities on specification issues. Attends and represents the Specifications Office at interoffice and statewide meetings as necessary. Serve as a committee member on various committees as they relate to specification development issues.
