About The Position

The Specialty Pharmacy Manager at Central Florida Health Care (CFHC) is responsible for management and performance of the specialty pharmacy program, specifically focused on growing and expanding services, ensuring comprehensive management, quality, and execution with a strong focus on patient outcomes, satisfaction, business development, and the specialty drug pipeline, including limited drugs and information management. This role oversees daily operations, ensures compliance with 340B Drug Pricing Program, Utilization Review Accreditation Commission (URAC), federal and state pharmacy regulations, provides clinical expertise, and drives strategic initiatives to optimize medication therapy outcomes for patients with complex, chronic, or rare conditions. The manager collaborates with clinical providers, payers, and internal stakeholders to optimize patient outcomes, ensure access, affordability, and high-quality care within the 340B program framework. Responsibilities include supervising staff, managing daily operations such as interpreting prescriptions, packaging, labeling, dispensing, administering, and distributing medications and devices, along with providing patient education and counseling as needed, and will work closely with site leadership to implement pharmacy policies and procedures, streamline operations and uphold high standards of patient safety and satisfaction. Reporting directly to the Chief Pharmacy Officer, the Specialty Pharmacy Manager will be instrumental in expanding specialty services for underserved populations, supporting CFHC’s mission of providing accessible and affordable healthcare by serving as a liaison to professional organization and leveraging outside opportunities for continued development. All responsibilities must be carried out in alignment with CFHC’s policies, procedures, Mission and Vision Statements, Overarching Goal, performance expectations, and all applicable Federal and State guidelines. Furthermore, the Specialty Manager serves as a liaison to professional organizations, leveraging external opportunities for continued staff development and program enhancement.

Requirements

Doctor of Pharmacy (PharmD)
Bachelor's degree in Pharmacy or PharmD required.
Active Pharmacist License in good standing with the State Board of Pharmacy and valid BLS certification
Current unrestricted clinical license
5 Years management experience
Strong leadership and operational management skills
Analytical and problem-solving expertise
Effective communication and interpersonal abilities
Commitment to compliance and ethical standards
Passion for serving underserved populations and promoting health equity
Requires 80% or more time spent standing/walking
Independently mobile
Working under tight deadlines
Ability to lift weight equivalent to that required when repositioning equipment and lifting supplies

Nice To Haves

Master's degree preferred
Certified Specialty Pharmacist certification preferred
3–5 years of experience in a pharmacy setting, with at least 2 years in a supervisory position
Comprehensive understanding of pharmacy laws and regulations, particularly those relevant to FQHCs
Experience in a healthcare environment
Familiarity with the 340B drug pricing program
Current immunization certification
Exceptional communication and interpersonal skills
Strong organizational, critical thinking, and problem-solving abilities

Responsibilities

Be familiar with CFHC’s program philosophies, goals, and objectives.
Be cognizant of and comply with all CFHC’s policies and procedures, state and federal regulations, and URAC accreditation requirements.
Serve as a subject matter expert in URAC specialty pharmacy operations, providing information sourced from evidence-based literature, compliance regulations, and data analysis
Develop and maintain monthly, quarterly, and yearly URAC reporting and accreditation requirements
Provide guidance on specialty related matters and ensure all levels of leadership understand the impact and logistics of business decisions
Implement and maintain policies, procedures, and operations to have compliant and successful specialty and clinical programs
Develop advance reporting mechanisms for specialty and clinical pharmacy claim data representative of CFHC prescribing data and reports results to applicable institutional stakeholders and committees
Generate and maintain required documentation for all specialty and clinical program audits and business processes
Collaborate with senior leaders and institutional stakeholders to promote awareness, education and understanding of all specialty program principles for strategic and ongoing business decisions
Serves as a liaison between operations, providers, drug manufacturers and PBMs
Work with Chief Pharmacy Officer in identifying opportunities, developing strategic plans, and overseeing implementation of specialty projects
Manage daily administrative and operational activities of specialty pharmacy
Conduct training for specialty pharmacy staff
Manage daily pharmacy operations, ensuring efficient workflows and adherence to protocols
Oversee inventory management, procurement, and medication distribution in alignment with 340B program requirements
Maximize the benefits of the 340B program to ensure cost savings for eligible patients
Ensure compliance with federal, state, and local regulations, including DEA regulations, state guidelines, and FQHC-specific requirements
Implement and maintain standard operating procedures (SOPs) to enhance efficiency and accuracy
Keep the pharmacy neat and orderly
Ensure support staff understand and comply with CFHC’s Blood Born Pathogens Exposure Control Plan requirements
Review and verify prescriptions by fully utilizing pharmacy systems, ensuring accurate data entry, confirming correct medications, weighing and counting pills, and checking for potential interactions
Demonstrate and promote teamwork, contributing to and modeling a collaborative environment to meet service level expectations
Uphold pharmacy hours at assigned site
Remain on site on an on-call basis during lunch unless there is a second pharmacist on duty
Volunteer a minimum of two times annually for Saturday shifts
Manage pharmacy workflow by assigning roles, coordinating activities and schedules, prioritizing tasks, assigning special projects, preventing bottlenecks, ensuring operational efficiency, and handling opening and closing procedures
Recruit, train, supervisor and mentor pharmacy technicians and float pharmacists:
Address performance issues through feedback, performance reviews, and documentation of performance and disciplinary actions in line with company policy
Provide ongoing training and professional development opportunities for all pharmacy staff
Address employee relations concerns, maintain morale, and ensure positive employee-management relationships by addressing complaints, conflicts, and concerns
Manage diversity and ensure compliance with all relevant employment laws to promote equity, consistency, fairness, and prevent discrimination and harassment
Conduct regular staff meetings to communicate updates, policies, and address concerns
Train employees through new hire orientation, on-the-job training, cross-training, answering questions, assessing training needs, following up to ensure training is applied, and providing ongoing coaching
Promote a collaborative and supportive team environment aligned with organization values
Collaborate with the scheduling team to develop and maintain staff schedules, ensuring adequate coverage and efficient workflow
Collaborate with healthcare providers to optimize medication therapy management (MTM), chart review and other clinical services
Work with healthcare providers to clarify prescriptions, dosages, refills, interactions, and allergies, suggest alternative medications, and answer provider questions
Counsel patients on medication usage, side effects, interactions, contraindications, patient privacy, generic options, cost-effective alternatives, and over-the-counter products, referring them to a medical provider as needed to ensure proper medication use, address health concerns, and enhance satisfaction
Ensure access to affordable medications for eligible patients through effective 340B program utilization
Address patients' needs by minimizing wait times, notifying them of delays, recognizing patients by name, investigating issues, ordering special items, resolving problems, and assisting with specific items (e.g., blood pressure and blood glucose monitoring)
Resolve customer complaints and monitor the quality of customer service provided by employees
Comply with government laws and regulations, company policies, procedures, ethics, and code of conduct
Prepare, maintain, and submit all records, reports, and documentation required by state and federal laws (e.g., prescription copies, regulatory reports) as well as all necessary business documentation (e.g., operating statements, performance reports, supervision notes, deletions, transfers)
Conduct or participate in audits to ensure compliance with all regulatory and safety standards (e.g., supervision, state inspections, insurance reviews, controlled substance audits, peer reviews), including reviewing prescription files, narcotics invoices, inventories, legal documentation, licenses, etc.
Ensure patient confidentiality in accordance with HIPAA guidelines
Stay current in the fields of pharmacy and healthcare by reading industry journals, company publications, completing required company training modules, continuing education, researching new drugs, and attending company meetings as needed
Monitor and report medication errors, adverse drug reactions, and other quality indicators
Develop and implement quality improvement initiatives to enhance pharmacy services
Review and analyze customer service, financial, and inventory data, including pharmacy sales, income reports, inventory levels, expense reports, and historical trends, to assess pharmacy performance, identify trends, uncover issues, and spot opportunities for improvement
Efficiently manage and maintain optimal inventory levels to meet patient needs while minimizing costs by anticipating demand, reducing high-cost orders, preventing expired or recalled stock, managing overstock and slow-moving items, and reconciling stock discrepancies and partial fills using available company resources
Oversee and participate in loss prevention activities, including conducting audits, verifying vendor deliveries, monitoring employee theft, and implementing policies, procedures, and internal controls to safeguard assets
Work with the Chief Pharmacy Officer to develop and execute strategic plans
Identify opportunities to expand pharmacy services and improve patient care
Prepare materials for committee meetings, Board of Director meetings, and various presentations
Periodic consultation with practitioners in the field
Engage in community outreach and promotional activities to raise awareness of the pharmacy and its services
Perform other duties as assigned
