We are seeking a highly skilled and motivated DMSMS (Diminishing Manufacturing Sources and Material Shortages) Systems Engineer to join our L3Harris DMSMS team. As a DMSMS Systems Engineer, you will be responsible for analyzing, managing, and mitigating the impact of obsolete and diminishing components on our systems and products at a customer reporting level. Your expertise in identifying alternative solutions, coordinating with suppliers, and ensuring continuity of supply will be crucial to maintaining the performance, reliability, and availability of our systems. This role requires a strong technical background, analytical thinking, proactive mindset and exceptional problem-solving abilities. Prior experience in semiconductor / electronics industry or within supply chain management organizations is essential.

  • Develops and executes the Obsolescence Management or Diminishing Manufacturing Sources and Materials Shortages (DMSMS) program plans and procedures according to best practices per SD-22.
  • Manages DMS requirements throughout all phases of a system's lifecycle (design, production, operations and sustainment).
  • Researches and analyzes Technology Trends for obsolescence risk.
  • Reports actionable insights and lifecycle sustainment recommendations back to engineering and the program management organization.
  • Evaluates Fit, Form & Function (FFF) substitute(s) or design changes when a part is determined obsolete.
  • Collaborates with Risk Management to issue or support risks based on predicted and observed DMS data and trends.
  • Performs obsolescence / DMS analysis on new designs and engineering changes (e.g., Design for Supportability / Design for Sustainment).
  • Supports parts and component selection (e.g., Component Engineering) for product design efforts in close collaboration with design engineers.
  • Supports proactive Software Obsolescence analysis and tracking.
  • Manages the Obsolescence of COTS components including Last Time Buy (LTB) and End of Life (EOL) information and provides recommendations supporting replacement decisions.
  • Liaises with OEMs and develops corrective actions for obsolescence issues.
  • Works closely with Supply Chain / Procurement to support obsolescence issues from vendors and suppliers to help develop a Supply Chain Risk Management (SCRM) approach.
  • Works closely with Quality to identify and mitigate counterfeit components via GIDEP alerts, and its impact on DMSMS.
  • Initiates and champions Engineering Change Requests (CR), as required, to implement DMSMS mitigation solutions.
  • Maintains a case management database to ensure timely action, status, and metrics are available.
  • Works closely with Integrated Logistics Support (ILS) / Integrated Product Support (IPS) to manage sustainment stock of obsolete items.
  • Creates professional, data-driven presentations for briefing technical decisions or recommendations both to internal stakeholders and external vendors/customers.
  • Collaborates closely with Reliability Engineering to support the full Specialty Engineering Team.
  • Bachelor's Degree and minimum 4 years of prior relevant experience.
  • Graduate Degree and a minimum of 2 years of prior related experience.
  • In lieu of a degree, minimum of 8 years of prior related experience.
  • Excellent oral and written communication skills.
  • Strong organizational and time management skills.
  • Ability to work independently and as a member of a multi-disciplined integrated product team (IPT).
  • Applicant must have a willingness to relocate to the Tulsa, OK area.
  • Applicant must have or be able to obtain and maintain a Department of Defense security clearance.
  • Degree in Electrical Engineering, Systems Engineering, Computer Science, Mathematics, Physics, or similar educational background preferred.
  • Knowledge and experience in the Aerospace/Defense sector.
  • Knowledge of Department of Defense (DoD) acquisition processes, milestones and funding mechanisms, and proposals.
  • Integrated Logistics Support (ILS) / Integrated Product Support (IPS) experience.
  • Knowledge of databases and data mining / big data analytics / predictive analytics.
  • Knowledge of any of the following documents: SD-22, SD-19, IEC 62402, SD-26, SD-19, DoDI 4245.15, MIL-STD-91190.
  • Knowledge of Supply Chain Risk Management (SCRM) methods, tools and standards.
  • Experience working under an AS9100 / ISO9001 Quality Management System.
  • IIOM (International Institute of Obsolescence Management) Certification or similar.
