About The Position

L3Harris is seeking a Subcontracts Specialist as it continues to develop and establish a foothold in the rapidly growing market space for Maritime. The Subcontract Specialist is an integral member of the cross-functional team, responsible for supporting Subcontract acquisition activities from the proposal stage through program award and execution. The acquisition value stream includes requirements definition, sourcing, negotiation and definitization, acceptance and subcontract close-out. Domestic/International travel may be required up to 10% of the time.

Requirements

  • Bachelor’s Degree and minimum 4 years of prior relevant experience, or 2 years post-Secondary/ Associate’s Degree and a minimum of 8 years of prior related experience. Graduate Degree and a minimum of 2 years of prior related experience.
  • Experience writing, issuing, and negotiating RFPs, NDAs, and subcontracts
  • Experience as proactive negotiator who can focus on “win-win” outcomes.
  • 2-4 years’ experience in the Subcontracts Process Flow.
  • Experience generating spending plans, sales/payment forecasts, and variance reports
  • Experience managing program budgets and explaining variances in monthly performance.
  • Experience with FAR/DFARS regulations and internal procedures for compliance.

Nice To Haves

  • Experience in managing various types of small to mid-sized subcontracts, including hardware, software, complex service subcontracts, and follow-on/production subcontracts
  • Attention to detail with strong organizational skills.
  • Experience communicating effectively with a wide array of professional levels and functions.
  • Strong and accurate communicator – both written and verbal.
  • Experience with following contract types: FFP, FPIF, T&M, Labor Hour, Cost-Plus (w/fixed-fee, incentive fee, or award fee), and Intercompany orders
  • Experience as Cost Account Manager for Subcontracts managing budgets and sales forecasting.
  • Secret clearance preferred, but not required
  • Proficient in Microsoft Suite of Products
  • Strong verbal and written communication skills

Responsibilities

  • Ensure compliance to all internal and Government FAR/DFAR/DPAS/CPSR procurement regulations.
  • Communicate effectively with a wide array of professional levels and functions.
  • Successfully navigate tactical issues with some degree of autonomy, while consulting witth leadership on matters of strategic program importance as needed.
  • Perform cost estimating/pricing reviews and analysis in accordance with industry best practices, solicitation instructions, customer requirements and USG regulatory requirements.
  • Conduct research into market and historical data and develop cost estimating models to evaluate price reasonableness and develop negotiation positions with subcontractors.
  • Support Small Business initiatives.
  • Ensure budget, sales forecast, and EVMS performance is met.
  • Domestic/International travel may be required up to 10% of the time.
