About The Position

The Subcontract Specialist at L3Harris is responsible for managing complex subcontract projects within the Communication Systems Segment. This role involves establishing and negotiating various contracts, overseeing supplier activities, and ensuring compliance with procurement regulations to support mission-critical solutions for the U.S. Government and its allies. The position requires a mid-level contracts manager with experience in government and commercial procurement, particularly in managing subcontracts valued over $5 million.

Requirements

  • Bachelor's Degree and minimum 4 years of prior relevant experience, or Graduate Degree with 2 years of experience, or 8 years of prior related experience in lieu of a degree.
  • Experience managing medium to complex subcontracts, particularly in government and commercial contracting.
  • Knowledge of procurement rules and regulations, contract types, and negotiation techniques.

Nice To Haves

  • Previous work experience in a fast-paced continuous change integration environment.
  • Bachelor's Degree in Marketing, Acquisitions, Economics, Law, or Business preferred.
  • Experience managing various types of moderately complex to complex subcontracts, including hardware and software.
  • Knowledge of the Uniformed Commercial Code (UCC), FAR, DFAR, ITAR, and EAR.

Responsibilities

  • Lead all aspects of the Subcontract acquisition process from proposal stage through Program award.
  • Draft and negotiate various contract vehicles including Subcontracts, Teaming Agreements, and Master Service Agreements.
  • Manage Subcontractor's cost, schedule, and technical performance to achieve L3Harris and Customer objectives.
  • Propose major milestones and initiate corrective action measures when necessary.
  • Identify supply chain and contractual risks and recommend strategies to mitigate them.
  • Draft, review, and interpret contracts and advise on contractual rights and obligations.
  • Manage ongoing contract and subcontract management tasks, including preparing for contract review meetings.
