About The Position

The Los Angeles Unified School District is seeking a Specialist in Research and Resolution for the Special Education Due Process Department. This position is under the general direction of the Chief of Special Education & Specialized Programs or their designee. The role involves representing the District in early dispute resolution in due process proceedings, researching allegations in due process filings, and providing analysis of procedural and substantive issues. The Specialist will also prepare and maintain documentation related to students with disabilities, monitor settlement agreements, and provide technical expertise and professional development on special education programs and services. The position requires effective communication with various stakeholders and the ability to assist staff in resolving complex issues.

Requirements

  • At least five (5) years of successful, full-time public-school service in a certificated position.
  • No fewer than three (3) years of successful, full-time public school experience working with students with disabilities.
  • A valid California Administrative Services Credential.
  • An earned master’s degree or advanced degree from a regionally accredited college or university.
  • Completion of required Multicultural Education and Master Plan coursework within one year.

  • Knowledge of state and federal mandates regarding students with disabilities.
  • Experience in meeting the instructional and behavioral needs of students with disabilities.
  • Successful experience in implementing special education policies and procedures.
  • In-depth knowledge of the Individuals with Disabilities Education Act (IDEA) and Section 504 of the Rehabilitation Act.
  • Demonstrated ability to work collaboratively with staff, parents, and outside agencies.
  • Experience in conflict resolution.
  • Experience with District data systems, including Welligent, MiSiS, Excel, Access, and Outlook.
  • Excellent written and oral communication skills.
  • Strong organizational skills and effective time management skills.

Responsibilities

  • Represents the District and facilitates all aspects of early dispute resolution in due process proceedings.
  • Researches allegations in due process filings and provides analysis of procedural and substantive issues.
  • Represents the District in mediation and selected formal dispute resolution processes.
  • Prepares, collects, and maintains accurate documentation and data related to students with disabilities.
  • Monitors settlement agreements to ensure compliance with required terms.
  • Mentors and coaches region and school site teams regarding IEP meetings and early dispute resolution practices.
  • Provides technical expertise to school teams in support of programs related to students with disabilities.
  • Provides professional development on topics related to instructional programs and dispute resolution activities.
  • Analyzes data to support staff in implementing settlement agreements and corrective actions.
  • Assists staff in resolving complex problems without current District policy.
  • Communicates with all levels of constituents with a high degree of confidentiality.
  • Provides training and support to central office, schools, region, and division staff.
  • Performs other duties as assigned.

Benefits

  • Salary range: $131,068 – $163,154 for 261 paid days.
  • Potential for CalSTRS credit for service if already a member.
