Administration of Human Resource Programs

Performs highly advanced specialist work in drafting, editing, and managing contracts to ensure compliance with State of Texas and University procurement rules, policies, and procedures. Maintains a high standard of customer service to internal departments and external vendors.

  • Assists the Contract Manager for Procurement and Business Services with contract-related duties.
  • Assists with review, edits, and compliance of all contracts for the University, and any contracts for other Institutions of Higher Education covered by outsourced services managed by SHSU.
  • Assists with updating contract records in Sam Houston State University (SHSU)'s eProcurement system.
  • Works directly with suppliers to negotiate and edit contracts, as well as the Texas State University System (TSUS) Office of General Counsel for legal review of contracts.
  • Assists with responses to Open Records requests.
  • Assists with reviewing and editing other procurement documents such as Requests for Proposals (RFPs), Procurement policies, etc.
  • Works with Departments across campus to ensure compliance with contract administration policies to include contract risk assessments, contract monitoring plans, etc.
  • Identifies process improvements to enhance contract lifecycle management and compliance.
  • Monitors contract performance, expiration dates, and renewals to ensure timely actions.
  • Provides guidance to campus stakeholders on contract policies, procedures, and best practices.
  • Performs other related duties as assigned.
  • Bachelor's degree in a related field.
  • Two years of relevant contract/procurement experience or in a related field.
  • Must currently hold or will be required to obtain a Certified Texas Contract Developer (CTCD) and a Certified Texas Contract Manager (CTCM) certification within six months of hire date.
  • Requires detailed knowledge of university infrastructure, policies, and procedures.
  • Requires knowledge of required State of Texas contract clauses and terms & conditions.
  • Must have independent judgment and be confident in working with suppliers, end users, legal teams, other Institutions of Higher Education, etc.
  • Must have the ability to effectively provide oral and written communication to negotiate contract terms and conditions.
  • Must be proficient in Microsoft Word for drafting, editing, and tracking changes to contracts, and be proficient in ERP systems.
  • Requires exceptional attention to detail and ability to interpret complex legal and policy documents.
  • Requires a demonstrated ability to establish congenial work relationships and to communicate effectively within department and workgroup.
  • A combination of education, experience, and training that would produce the required knowledge and abilities could be considered.
  • Previous experience in higher education or public sector procurement preferred.
  • Experience with electronic procurement systems (e.g., Jaggaer) preferred.
