About The Position

The main responsibility of the Specialist, Category Sourcing is to drive sourcing strategy within the assigned categories, to reduce supply risk, to manage spend, to develop strong supplier relationships, and to improve overall quality and effectiveness of procurement under the direction of the Portfolio Manager. Ensures procurement activities are in compliance with LUMA’s Procurement Manual and all applicable federal, state, and local procurement laws and regulations. This position is also responsible for ensuring that fair and open competitive procurement processes are utilized to the fullest extent and that LUMA receives the best value from its procurement actions.

Requirements

• Bachelor's degree in business administration, engineering, or a related field.
• Master's degree or professional certification (e.g., CFA, PMP) is a plus.
• Five (5) years of successful business experience with experience in strategic sourcing, category management, contract and supplier management, or related field.
• Experience with purchasing processes for federally funded projects or government contracts.
• Experience in the utilities or related industry is a plus.
• Proven ability to develop and foster strong working relationships with stakeholders and all levels of management within LUMA.
• Proven leadership experience within cross-functional teams.
• Skilled in workflow and operational efficiency.
• Skilled in effective, innovative optimization of leading performance standards.
• Knowledge in Microsoft Office and other relevant software/systems in an experienced manner.
• Ability to develop oral, written and digital presentations or reports.

Nice To Haves

• SCMP/Plog/PMP/APICS designations an asset.

Responsibilities

• Leads the development and implementation of sourcing strategies, approved by the Portfolio Manager, that align with the organization's near-term and long-term business objectives.
• Conducts regular assessments and makes adjustments as needed.
• Leads categories spend management to ensure transparency of spending across programs, categories, and suppliers.
• Leads assessment and supports the execution of procurement opportunities in assigned categories.
• Manages supplier relationships in partnership with business stakeholders to monitor performance against agreed expectations.
• Monitors the market for industry-leading practices and demand/supply shifts such as supply consolidation, technology innovations, etc.
• Provides consultation to internal business stakeholders for the procurement initiatives for the development of a supplier portfolio optimized for the needs of the business and multi-year business plans.
• Works with business stakeholders, growing relationships and advocating the use of contracts developed within the responsible categories.
• Contributes with the management and execution sourcing strategies for assigned categories through technical, functional, and market knowledge.
• Identifies and captures cost improvement opportunities for assigned categories beyond strategic sourcing.
• Consults with business stakeholders to execute improvement opportunities and align strategic plans against target metrics.
• Drives supplier relationship management for assigned categories, including building/reviewing supplier scorecards.
• Provides procurement category expertise in supplier negotiations, disputes, and issue resolution.
• Builds spends analyses for categories and identifies potential opportunities.
• Collaborates with Procurement & Supply Chain teams to build standardized reporting and dashboards.
• Works as advisor to business units providing input into budget and cost forecasts.
• Develops new sources of supply, innovation, and initiates value improvement opportunities.
• Performs major storm restoration work and associated drills as assigned.
• Follows all policies and procedures.
• Other duties as assigned.
