Ho-Chunk Inc. Management Services (HCIMS) is seeking a full-time Special Skills Tactics Instructor on our Mobile Security Division (MSD) task order. The Special Skills Tactics Instructor will serve as an instructor and subject matter expert in areas that may include defensive/non-lethal force tactics, room entry tactics, small unit tactics, physical fitness/wellness, emergency medical care, suspect apprehension and control techniques, risk management, mission planning, personal security detail operations, communications, security awareness and threat prevention, surveillance and surveillance detection, react to direct and indirect fire. The Office of Mobile Security Division provides advanced security related training and specialized security support overseas and domestically to facilitate the Department of State; Diplomatic Security Bureau's larger responsibility of creating a secure environment for the conduct of U.S. diplomacy. To fulfill its responsibilities as an emergency security support element within the Bureau of Diplomatic Security, MSD performs three primary counter-threat missions: Security Support Teams (SST) provide emergency security support: Tactical Support Teams (TST) provide tactical security support for personal protection security details; and Mobile Training Teams (MTT) provide security support training. The incumbent has responsibility for planning, organizing, and presenting and/or managing the presentation of one or more of these subjects and for evaluating training effectiveness to ensure that objectives are met. They are also responsible for ensuring that a training program is in place to ensure that MSD can successfully execute any of its three missions by serving as a course instructor and as a subject matter expert in tactical skills used by specialized military and law enforcement units.. The incumbent may also serve as a subject matter expert for all Diplomatic Security (DS) specialized skills programs, force continuum procedures and for such anti-terrorism topics as domestic and overseas high threat dignitary protection, improvised explosive device (IED) recognition, room entry tactics (Close Quarters Battle-CQB), defensive tactics, advanced firearms tactical applications and physical fitness. This position is based at the U.S. Department of State, Foreign Affairs Security Training Center (FASTC) in Blackstone, VA but could include other training locations within the extended Washington DC area and possible travel outside the area.
