About The Position

Assists in coordination and scheduling of equipment, materials and personnel for special transportation jobs and activities. Leads the work of specialized maintenance and/or technical workers. Work requires responding to emergency notification on an as needed basis. Work requires extensive contact with private entities. Employees at this level perform work independently on assignments; however all unusual issues are referred to the supervisor.

Requirements

  • Education: High School Grad or Equivalent in general high school studies.
  • Experience: 6 years in roadway maintenance, construction, traffic management, courtesy patrol. (Experience can be satisfied by full time or prorated part time equivalent).
  • Related college education or relevant technical training may be substituted for experience on a year per year basis. Substitutions for Minimum Qualifications
  • Valid driver’s license. This position requires driving a state vehicle.
  • Must have a Class "A" Commercial Driver's License (CDL) with "N" endorsement at the time of application.
  • Extensive knowledge of: Methods, procedures, equipment, and materials used in intermodal transportation engineering construction and maintenance work
  • Materials used in highway/bridge construction and maintenance
  • Incident management procedures
  • Applicable industry safety standards, guidelines, and specification codes
  • Methods and procedures involving storage & transport of hazardous materials
  • Considerable knowledge of: The Texas Manual on Uniform Traffic Control Devices
  • Proficient skill in: Public relations for maintaining effective working relationships with individuals and groups, both internal and external
  • Preparing and maintaining confidential and sensitive records, files, and reports
  • Training professional and technical staff
  • Using computers, applicable programs, applications, and systems
  • Safely using, operating, and maintaining applicable equipment
  • Maintaining a safe and effective working relationship with others
  • Ability to: Work in varying conditions to include heavy traffic, overhead power lines and underground utilities
  • Subject to environmental conditions; protection from weather but not temperature changes
  • Subject to outside environmental conditions; no effective weather protection
  • Subject to inside and outside environmental conditions
  • Subject to extreme cold and heat; below 32 and/or above 100 degrees for more than one hour

  • Balancing-walking, standing, crouching on various surfaces without falling

  • Pushing-using upper extremities to press against object with force to move in a direction
  • Pulling-using upper extremities to exert force moving objects in a sustained motion
  • Lifting-raising objects from lower to higher position/horizontally to a different position
  • Fingering-picking, pinching, typing; working primarily with fingers rather than whole hand
  • Grasping-applying pressure to an object with fingers and palm
  • Talking-expressing or exchanging ideas by spoken words
  • Hearing-perceive sound at normal speaking levels; receive information by oral communication
  • Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading
  • Visual Acuity-operate motor vehicles and/or heavy equipment
  • Must pass a drug test prior to employment for safety impact positions. This is a Safety Impact position and will be subject to random drug testing.
  • Must be able to report for duty within XX minutes of notification on a 24-hour basis to respond to emergency situations.
  • Required to work weekends and holidays.
  • Required to work hours other than 8 to 5.
  • Required to work under exposure to inclement weather conditions.
  • Required to wear personal protective equipment provided by employer and comply with all safety requirements.
  • Employee may be contacted during off-duty hours to see if he or she can report to work for emergency conditions within 1 hour.

Responsibilities

  • Assists in assigning and overseeing the work of special jobs and/or contracted crews.
  • Assists in coordinating with local authorities to develop/implement traffic management plans for special events and incidents including handling and disposal of hazardous material spills on highways; responds as required to perform these functions.
  • Assists in preparing and giving presentations to the public regarding area of responsibility.
  • Assists in preparing daily and weekly work schedules.
  • Assists in the procurement and payment of specialized contractors for specific incident clean up and removal.
  • Ensures projects follow established safety guidelines.
  • Handles public complaints.
  • Inspects maintenance contract work.
  • Trains employees on the use of equipment and procedures.
  • Performs other job responsibilities as assigned.
