About The Position

The Early Childhood Special Education (ECSE) Specialist position at the Maryland State Department of Education focuses on providing programmatic support and technical assistance to local Infants and Toddlers Programs (LITPs), local education agencies (LEAs), and community-based early childhood programs. The role aims to enhance services for children with disabilities from birth to five years old, ensuring compliance with IDEA regulations and improving child and family outcomes.

Requirements

  • A Master's Degree or equivalent 36 post baccalaureate credit hours in Education, Special Education, Early Childhood Education, or a related field.
  • Four years of professional experience in designing and implementing early intervention and/or early childhood special education programs.

Nice To Haves

  • Experience providing and/or administering services in a Part C/Early Intervention program.
  • Knowledge of and experience with strategies supporting children with challenging behavior and mental health needs.
  • Knowledge of IDEA, Part B Section 619 and Part C regulations.
  • Knowledge of trends and policies governing early intervention and special education programs.
  • Skill in collecting, analyzing, and interpreting data for program improvement.
  • Skill in developing and delivering professional learning in various formats.
  • Skill in maintaining effective working relationships.
  • Ability to manage multiple tasks and establish harmonious working relationships.
  • Ability to communicate clearly and effectively both orally and in writing.

Responsibilities

  • Provides programmatic support and technical assistance to LITPs and LEAs for improving outcomes for children with disabilities.
  • Identifies, designs, and conducts technical assistance activities on evidence-based practices.
  • Designs and coordinates the implementation and evaluation of resources for access to natural and least restrictive environments.
  • Develops and coordinates professional development on data analysis methods for program improvement planning.
  • Provides professional development and technical assistance on the Child Outcomes Summary (COS) process.
  • Reports on programmatic support and technical assistance activities for Maryland's birth through five system.
  • Reviews and monitors programmatic components of federal and State-funded grants supporting early childhood services.
  • Monitors programmatic components of grants assigned to the Early Childhood Section.
