About The Position

This position serves as a Special Assistant to the Chief Public Utility Law Judge and performs functions that are necessary for the operation of the Public Utility Law Judge Division, including scheduling and legal support. The Special Assistant performs a variety of complex administrative duties requiring a comprehensive knowledge of the agency’s regulations and procedures: emphasis is placed upon relieving the Public Utility Law Judges of operational details and drafting standard portions of rulings and proposed orders. The Special Assistant will take on various support functions, drafting routing notices, drafting templates of rulings and proposed orders, and general tracking of cases and issues before the Commission, scheduling work, research, and information collection. The Special Assistant will also likely work on sensitive and confidential projects requiring discretion and judgment in the release of information, and act as the representative/liaison of the Public Utility Law Judge’s office relative to other agencies, Technical Staff, and other Divisions. This position requires discretion and judgment in all areas of work dealing with Commission personnel, elected officials, officials in public service companies, various organizations, and State agencies. Finally, the position may be requested to back up other staff for the Public Utility Law Judge Division and perform other special duties or other duties as assigned by the Commission.

Requirements

  • Graduation from an accredited high school or possession of a high school equivalency certificate.
  • Five years of administrative staff or professional work.
  • Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.
  • Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience.
  • Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.
  • Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.
  • Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

Responsibilities

  • Performs substantive support services for the Public Utility Law Judge Division including legal research and electronic filing.
  • Support the Public Utility Law Judge with tracking cases and issues.
  • Assists with scheduling using online application(s).
  • Assists with drafting/preparing/reviewing documents for distribution over the signature of the Public Utility Law Judge, Commissioners, or Executive Secretary.
  • Assists with final document presentation
  • Serves as a backup to other staff in the Public Utility Law Judge Division.
  • Performs special projects.
  • Performs other duties as assigned
