About the position

The Office of Equity and Civil Rights is a city agency devoted to advancing equity and upholding the federal and local civil rights laws, the local living and prevailing wage laws, ensuring access and equal opportunities for persons with disabilities, and providing oversight of local law enforcement. The mission of the Office of Equity and Civil Rights is to carry out activities to eliminate inequity, inequality, and discrimination. The Office of Equity and Civil Rights consists of the Police Accountability Division, the Community Relations Commission, the Mayor's Commission on Disabilities, the Wage Commission, the Equity Office, and the Women’s Commission. Operations Officer II is responsible for management activities necessary to ensure the agency’s efficient and effective operations. The selected candidate will be responsible for providing detailed reports, distribution and collection of data within the agency, providing support for activities and developments within programs of PAB, Civilian Review Board, and ACC which includes the development of policy, and the planning/implementation of consistent business practices among the various Divisions.

Responsibilities

  • Coordinates the activities of a program in areas such as budget preparation, fiscal and expenditure control, purchasing, human resources administration, legislative analysis, public policy, community relations or organizational analysis.
  • Reviews, interprets and recommends new, revised or amended departmental policies, practices and procedures to ensure program efficiency and compliance with City, State and Federal laws and regulations.
  • Develops long and short-term goals for a department or program to meet objectives.
  • Develops, revises and implements policies and procedures.
  • Monitors program activities to ensure compliance with Federal, State and City affirmative action requirements.
  • Evaluates programs, policies and operational procedures to ensure compliance with established federal, state, municipal, and departmental policies, goals, and objectives.
  • Manages projects by creating and executing plans of action and prioritizing multiple tasks effectively.
  • Assists the Director of Equity and Civil Rights in overseeing agency operations, ensuring the execution of strategic initiatives.
  • Monitors key projects and programs in coordination with OECR divisions, including the Community Relations Commission, the Wage Enforcement Division, the Equity & Inclusion Division, and the Police Accountability Division.
  • Develops and oversees operational workflows and procedures to enhance efficiency and effectiveness.
  • Monitors agency performance metrics and develops reports for the Director of Equity and Civil Rights and senior leadership.
  • Serves as a key point of contact for operational matters, troubleshooting issues as they arise.
  • Develops and oversees interdepartmental coordination strategies to ensure alignment across agency functions.
  • Assists with the organization and administration of diverse development and operations within the Office of Equity and Civil Rights.
  • Performs other related duties as necessary.

Requirements

  • Experience in administration, operations, finance, public policy or a related field.

Nice-to-haves

  • A bachelor’s degree in business or public administration, Sociology, Education, Political Science Management, or related field from an accredited college or university.
  • 3 years of experience in a relevant field.
