About The Position

The Facilities Manager is responsible for the professional, administrative, and technical management of Fort Pierce Utilities Authority's (FPUA) facilities operations. This includes planning, organizing, coordinating, staffing, and controlling budgets related to the maintenance and improvement of FPUA's infrastructure, which encompasses buildings, facilities, and facility-related equipment. The role emphasizes customer relations, operational efficiency, and safety, while overseeing a significant budget for facility management.

Requirements

  • Bachelor's Degree in Business Administration, Construction, Organizational Management, or related field.
  • Minimum of five (5) years of progressively responsible experience in project management, facilities administration, budgets, and contracts.
  • Three (3) years of supervisory experience.
  • In-depth understanding of facilities management principles and practices.
  • Thorough knowledge of federal, state, and local regulations related to building maintenance and safety.
  • Strong project management skills to manage multiple projects from inception to completion.
  • Experience in preparing, negotiating, and overseeing contracts for services and repairs.
  • Knowledge of maintenance requirements for facility-related equipment such as HVAC systems and generators.
  • Skills in auditing energy and water usage and developing conservation programs.
  • Ability to develop and implement disaster preparedness and emergency response plans.
  • Understanding of environmental health and hazardous waste storage practices.
  • Ability to prepare and manage budgets and monitor expenditures.
  • Proven leadership and supervision skills to manage a team and ensure high standards of work performance.

Nice To Haves

  • Familiarity with computerized maintenance management systems (CMMS).
  • Proficiency in using various power tools and equipment related to facility maintenance.

Responsibilities

  • Plan, develop, organize, supervise, and coordinate a comprehensive program for operation, maintenance, cleaning, alteration, and repair of FPUA's buildings and facilities.
  • Meet with FPUA Department Heads to assess and review infrastructure and materials needs, formulating associated costs.
  • Prepare a prioritized budget for maintenance, repair, removal, or replacement of infrastructure and materials.
  • Prepare contract specifications for services, repairs, and alterations of facilities and mechanical equipment.
  • Review bids and make recommendations for contract compliance.
  • Inspect contractual services for compliance with contract terms.
  • Coordinate major building construction and maintenance projects for all FPUA facilities.
  • Submit and obtain required permits for all FPUA infrastructure projects.
  • Perform periodic inspections of all FPUA infrastructure and recommend repair needs.
  • Prepare and maintain state or federal mandated response or clean-up plans for warehouse facilities.
  • Audit energy and water usage to develop and implement an Energy Conservation Program.
  • Develop and manage a Weatherization Education and Outreach Program (WEOP).
  • Oversee utility assessments and manage personnel and contractors for weatherization education.
  • Contract with and oversee work of Environmental Hygienist for health and welfare issues at FPUA facilities.
  • Ensure compliance with FPUA's Safety Program and all Federal, State, and Local Codes and Legislation.
  • Prepare, submit, and monitor annual FPUA-wide Facilities Capital and Maintenance budgets.
