About The Position

Local Sourcing Lead is responsible for Indirect Sourcing and Direct material tail spend activities for our Amarillo and Wichita Falls locations in the US. Activities include complex purchasing assignments tendering, supplier management, negotiations and supplier selections, as well as operational procurement tasks. The Local Sourcing Lead is accountable of the execution of sourcing processes cross plants to ensure the sourcing function is fulfilling all plant operational activities and safety requirements, by following SOX and process compliance and driving productivity through sourcing initiatives. The Local Sourcing Lead is responsible for searching and negotiating organizational contracts and procurements, which then can be executed at plant level by local MRO buyers. This role requires good communication skills and the ability to coordinate activities across functional areas as well as with Suppliers, Functional Leaders, Category Leaders, Plant Leadership team and other key stakeholders. The position directly reports to the Plant Controller and is a key member of various cross-functional teams focused on enhancing our Value Creation Process. Span of Control: This position has no direct reports, but will interface heavily with the above mentioned. Owens Corning Glass Reinforcements is a business unit of Owens Corning that is in the acquisition sign to close process. Owens Corning has signed an agreement to sell Glass Reinforcements to the Praana Group. The deal is expected to close early 2026. The path ahead will be dynamic, full of change, and expected to be fast paced with a change in ownership. The business operates in twenty (20+) locations across the globe.

Requirements

Bachelor’s degree in purchasing or supply chain management, business or a related field, or equivalent work-experience within sourcing, supply chain, logistics or economics
Fluent written and spoken English skill is mandatory
Fluent in Languages of the countries where responsible
Proven ability to establish and maintain effective working relationships with colleagues
Ability to communicate effectively
Highly motivated and able to manage multiple activities, projects, and effectively communicate results
Able to work independently and with a team in a matrix environment
Can operate in a fast paced, day to day operations work environment
General supply chain, business acumen and decision-making capabilities
A sense of curiosity, critical thinking, analytical skills, and problem solving
Experience with Microsoft Office products
Readiness to travel about 10-20% of the time

Nice To Haves

3-5 years’ experience in a sourcing and procurement role preferred.
Exposure to large integrated software systems (ERP, MRP, SAP) preferred
Having a TPM mindset and TPM problem-solving skills.

Responsibilities

Work independently to reach productivity target in specific area of responsibility
Negotiating with vendors to obtain optimum quality, cost, terms, etc.
Focus on sourcing strategy execution & on value creation
Drive sourcing productivity initiatives specific Sub Region/Country/Business Unit for indirect materials and services and for direct material tail spend suppliers
Influencing others within the job area through explanation of facts, policies, and practices
Initiate supplier performance assessments when needed
Developing sources of supply for materials & services considering sustainable solutions leveraging market expertise
Preparing complex purchasing assignments requiring vendor selection and pricing comparisons
Execute needed risk mitigation acts are taken when needed to ensure no losses occur at the plants
Drive sourcing value creation initiatives, continuously improve total cost by identifying and leading cost reduction activities without jeopardizing security of supply
Purchase indirect materials and services by utilizing OC sourcing tools (SAP, Coupa) to support operations
Ensures SOX and process compliance is met in all sourcing and procurement activities
Closely collaborate with MRO buyers in plants and delegate order process execution for pre negotiated materials and services
Act as a liaison between plant operations, external suppliers, category leaders and other stakeholders
Continuously improves procurement processes with the objective of eliminating waste or other non-value-added work by utilizing the procurement digital platforms (SAP, Coupa, P-card)
Always meet and follow accepted business practices, clean business ethics, safety protocols, directives, laws, and norms
Ensuring proper back-up coverage for own responsibilities through standard work documentation and work instructions
Influencing Plant NLT and Plant Leaders through explanation of facts, policies, and practices to deliver Value Creation initiatives in all categories
Deeply understands the requirements and constraints of the sites of responsibilities and acts decisively to shape its outcome by influencing suppliers & sourcing through execution. Takes initiative and articulates ideas passionately and persuasively
Ensure that all materials, parts, equipment, supplies, and services are according to ISO and environmental certificating permissions, as well as health and safety regulations and rules
Closely collaborate with MRO Plant buyer to ensure guidance, support and development on Procurement activities
Acts as a liaison between production planning, category leaders, operations, and external suppliers in managing the supply of indirect & direct material tail spend supplies
Analyze spend and costs contributing in identifying opportunities for Value Creation
Follow up and propagate kick out, GRNI processes and other sourcing and procurement processes
Execute supplier management and assessment process acts
Report sourcing productivity outcome (VCI, value creation initiative)
Collaborate with other Local Sourcing Leads and Category Leaders to spread best practices and define synergies
Translate into execution Regional and Global Sourcing Category Strategies in the area of responsibilities on identified suppliers
Develops and build relationships with key partners inside and outside the organization
Collaborate with suppliers, Category leaders, science & technology teams, and Site/plant teams to ensure corporate objectives are achieved
Translates Sourcing Category Strategies into day-to-day priorities and actions
Continuously improves total cost by identifying and acting to capture cost reduction opportunities
