As an Architect, you will design, develop, and oversee implementation of end-to-end integrated systems and application solutions of in-house and commercially off the shelf (COTS) information systems and networked software to support DoIT/ISP. In addition, you will work with technical and business leaders and staff to ensure business needs are met while complying with statutes, policy, standards, guidance, procedures, and industry best practices promoting consistency and maximizing return on investment in Information Technology. Under administrative direction, serves as the Solutions Architect for the Department of Innovation & Technology (DoIT) supporting the Illinois State Police (ISP) performing highly complex professional and advisory functions for the DoIT/ISP. Architects, designs, develops, and oversees implementation of end-to-end integrated systems and application solutions of in-house and commercially off the shelf (COTS) information systems and networked software to support the agency. Manages the DoIT/ISP application portfolio and provides architectural guidance to Chief Information Officer (CIO), Department leaders and staff. Works with the Department’s Information Technology Management, ISP command, vendors and contractors on system and application architectural issues and ISP/DoIT initiatives. Keeps abreast of new developments in the information technology field by continuing education through online training platforms, meetings, training sessions, seminars, and conferences to increase familiarity with and remain current on products, vendors, techniques, and procedures. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Requirements

  • Requires knowledge, skill, and mental development equivalent to four (4) years of college with course work in computer science or directly related fields.
  • Requires five (5) years of professional experience in application services or a related Information Technology field.
  • Requires five (5) years professional experience working with both legacy and modern enterprise solutions. Proficiency with application architecture, development tools, and environments such as Java, J2EE, JSP, .NET, IBM WebSphere, MVC, MVVM, Azure or other cloud-based solutions, SQL Server, Oracle, and various integrated development environments (IDEs), including experience designing and integrating cloud-native services, APIs, and Commercial Off-the-Shelf (COTS) platforms.
  • Requires three (3) years professional experience planning and managing software solutions development or implementation projects, applying software evaluation principles and practices, and using enterprise project/portfolio management tools such as Microsoft Project, including experience coordinating project delivery in environments utilizing CI/CD and automated testing practices.
  • Requires three (3) years professional experience developing or maintaining an Application Portfolio for a large organization using software/enterprise architecture modeling tools, standards, and frameworks, including experience using modeling tools (e.g., ArchiMate, UML, Visio, Azure Architecture Center) and architecture frameworks such as TOGAF or Zachman.
  • Requires two (2) years of professional experience performing business analysis duties and converting user requirements into systems/technology requirements.

Nice To Haves

  • Five (5) years professional experience working with both legacy and modern enterprise solutions. Proficiency with application architecture, development tools and environments such as Java, J2EE, JSP, .NET, IBM WebSphere, MVC, MVVM, Azure or other cloud-based solutions, SQL Server, Oracle, and various integrated development environments (IDEs), including experience designing and integrating cloud-native services, APIs, and Commercial Off-the-Shelf (COTS) platforms.

  • Knowledge of applicable data privacy laws and practices, and the ability to incorporate them into system design and implementation.
  • Ability to analyze data logically and exercise sound judgement in defining and evaluating problems of an operational or procedural nature.
  • Ability to gain and maintain effective working relationships with associates, vendors, clients, and others.
  • Developed verbal and written communication skills to present technical information to others with clarity and precision.
