About The Position

Plans, directs and coordinates the operation and maintenance of the County's solid waste landfill, refuse collection, and transfer station operations and facilities; and performs other related duties as required.

Requirements

  • A combination of education and experience substantially equivalent to graduation from high school, and five and one-half (5 ½) years of experience in operating, constructing, or performing repair and maintenance of facilities or equipment related to solid waste or landfills; and two (2) years of supervisory work experience.
  • Work experience which included such factors as establishing work methods and procedures; planning, scheduling and reviewing the work of others; preparing cost estimates for labor, equipment and materials; and maintaining records of costs, supply equipment and personnel data.
  • Possession of a valid motor vehicle operator’s license (Hawaii type 3 or equivalent); and possession of an appropriate valid forklift certification, as required of the position.
  • Possession of a valid Manager of Landfill Operations (MOLO) Certificate from the Solid Waste Association of North America prior to completion of probation.
  • Applicants will be required to qualify on a written examination.
  • Please note exams are held ONLY on Kaua'i. We do NOT conduct testing in other jurisdictions.
  • When attending the written examination, please be prompt. There will be no admittance if you are late.
  • The written examination date has been scheduled for March 18, 2026.

Responsibilities

  • Institutes appropriate policies, procedures and standards to ensure effective operation, installation and maintenance of the County's solid waste landfill, refuse collection, and transfer stations island wide
  • Analyzes operating characteristics of facilities, and directs technical changes and modifications in equipment or operating procedures to improve efficiency and comply with environmental requirements
  • Recommends equipment purchases and replacements
  • Participates in the preparation of specifications
  • Evaluates manning and recommends changes in duties, position shifts or additional positions for maximum operational effectiveness
  • Ensures that the various facilities are adequately staffed with necessary equipment and supplies for daily operations
  • Participates in the preparation of the operating budget for the division
  • Participates in the planning of capital improvement projects
  • Reviews and approves purchase requisitions
  • Oversees the operation's expenditure of funds
  • Coordinates shutdown of facilities for timely maintenance and repair
  • Participates in meetings with engineers and contractors to determine adequacy and feasibility of proposals
  • Assists in researching new methods and equipment for refuse processing and disposal
  • May participate in the selection, assignment, transfer and discipline of personnel in accordance with personnel rules and collective bargaining agreements
  • Responsible for the enforcement of the division's safety programs
  • Maintains records and prepares and submits operational and project reports
  • Performs other related duties are required
