About The Position

This position is being recruited for in Anchorage, Soldotna, Wasilla, Fairbanks, or Juneau. Pay will be determined based on location of selected individual. Anchorage, Soldotna, Wasilla salary: $3,535.20 Fairbanks salary: $3,641.60 Juneau salary: $3,712.00 What you will be doing: This is a managerial position in the Solid Waste Program within ADEC. The position supervises four staff. The focus of this position will be management of staff working on rural municipal landfills (Class 3 landfills). Our mission is to protect public health and the environment by ensuring that landfills in Alaska are operated and maintained in compliance with State regulations and our Program's goals. We strive to work cooperatively with landfill Operators and Owners on finding solutions through leveraging resources and working collaboratively with others in order to achieve the common goal of having a landfill that is protective of human health and the environment. We are a small team within the Department, but we have a proven history of success with meeting and exceeding the goals that we set for ourselves in order to achieve our mission. All projects and activities result in waste, and it is critical that landfills be maintained safely so that groundwater, surface water, and surrounding soils are protected. The working environment you can expect: This position is being recruited statewide, and the position may be located in the Anchorage, Fairbanks, Juneau, Wasilla, or Soldotna DEC Offices. This position will have an assigned office. The incumbent will interact with Solid Waste staff in the Fairbanks, Juneau, and Anchorage offices. Oral Communication: Able to effectively express information (for example, ideas or facts) to individuals or groups, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); able to make clear and convincing oral presentations; willing and able to listen to others, to attend to nonverbal cues, and to respond appropriately.

Requirements

• State of Alaska Enforcement Credentials are required (can be obtained after hire)
• Any combination of education and/or experience that provides the applicant with the following competencies
• Scientific Research - Knowledge of the concepts, principles, and theories of scientific principles related to environmental, ecological, biological, or physical science and the methods, and processes used to conduct a systematic and objective inquiry; including study design, collection, analysis, and interpretation of data; and the reporting of results.
• Stakeholder Management - Knowledge of the concepts, practices, and techniques used to identify, engage, influence, and monitor relationships with individuals and groups connected to a work effort; including those actively involved, those who exert influence over the process and its results, and those who have a vested interest in the outcome (positive or negative).
• Performance Management - Knowledge of performance management concepts, principles, and practices related to planning, monitoring, rating, and rewarding employee performance.
• Compliance - Knowledge of procedures for assessing, evaluating, and monitoring programs or projects for compliance with Federal laws, regulations, and guidance.
• Project Management - Knowledge of the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance.
• Equivalent to those typically gained by: A bachelor's degree from an accredited college in an environmental, physical, biological, or natural science; engineering; planning; or natural resources.
• AND Advanced professional experience in environmental regulation compliance, pollution control, environmental damage recovery, or programs to improve or protect environmental quality; or evaluating the potential environmental and socioeconomic impacts of construction projects; preparing environmental documentation; and determining, negotiating, and monitoring permitted activities.
