About The Position

The position involves performing semi-skilled and manual labor work related to the care and maintenance of solid waste facilities, including transfer stations, landfills, sort stations, and recycling centers. The role includes providing information to the public about various Solid Waste programs and facilities, advising users to observe applicable regulations, directing the public to appropriate facilities and unloading areas, and performing other related duties as assigned. This is a temporary full-time vacancy with the Department of Environmental Management - Solid Waste Division in Pu'uanahulu, not to exceed 12/31/2025. The eligible list may be used for other permanent and temporary vacancies as they arise during the life of the list, and a temporary appointment may lead to a permanent appointment.

Requirements

  • Graduation from high school.
  • One (1) year of manual labor work experience that included public contact to provide information and/or customer service.
  • Ability to operate both a manual and an automatic transmission vehicle.
  • Possession of a valid State of Hawai'i driver license (Class 3) or any other valid comparable driver license at time of filing.
  • A good driving record certified by a traffic abstract confirming no DUI convictions, license revocations, or suspensions for three (3) years preceding and no moving violations for one (1) year preceding.
  • Possession of current Department of Transportation Medical Examiner's Certificate is required prior to appointment.

Responsibilities

  • Operates pick-up truck to travel between assigned solid waste facilities.
  • Maintains refuse compaction schedule if assigned to more than one transfer station; operates compactor equipment on refuse trailer, hydraulic power system on pick-up trucks, and at hydraulic pump houses.
  • Clears chute/hopper area of accumulated or jammed refuse; cleans and maintains surrounding grounds and roadways.
  • Services, cleans, and maintains compactor equipment and refuse trailers; assists mechanics, welders, and equipment operators with minor repairs of equipment and facilities.
  • Advises public on and enforces applicable regulations for the various facilities; patrols grounds at facilities to keep public out of unauthorized areas.
  • Performs as spotter and traffic controller at the facilities to identify and secure prohibited materials; directs the unloading of prohibited materials to appropriate storage locations.
  • Directs public and commercial haulers to appropriate unloading areas at the solid waste facilities.
  • May serve as the County on-site coordinator at a facility; monitors activities; enforces permit rules; advises public on regulations and programs.
  • Provides information relating to solid waste disposal policies including mandatory recycling; provides information and locations of recycling centers.
  • Assists public requesting assistance in disposing/unloading refuse from vehicles.
  • Operates light motorized equipment, hand and power tools such as weedwackers and chainsaws; performs landscaping work as directed by supervisor.
  • Applies appropriate pesticides, chemicals, etc. for vectors, weeds, and odor as directed.
  • Complies with applicable safety rules and policies; prepares reports and records of all accidents and incidents in a timely manner.
  • Contacts the Police or Fire Department for assistance as necessary to enforce safety regulations.
  • Performs other related duties as required.
