About The Position

Under the supervision of the Environmental Health Director, or direction of the Environmental Coordinator, conducts inspections of construction sites, developments, and other land disturbance activities to enforce federal, state, and county soil erosion and sedimentation control regulations. Prepares reports, issues corrective actions, and communicates with contractors, developers, and the public to safeguard natural resources and prevent environmental degradation.

Requirements

  • Possession of a bachelor’s degree in Environmental Science, Natural Resources, Environmental Health, or a related field, or equivalent experience.
  • Entry-level position. No previous experience required; six-month break-in period. Previous experience in environmental inspection, construction oversight, or soil science preferred.
  • Knowledge of soil erosion, sedimentation, stormwater management, and related environmental issues.
  • Knowledge of Michigan Soil Erosion and Sedimentation Control (Part 91) regulations.
  • Skill in interpreting and reviewing site plans, drawings, and permits.
  • Ability to prepare clear and accurate reports and records.
  • Ability to communicate effectively with contractors, developers, property owners, and the public.
  • Skill in Microsoft Office, GIS, and database systems.
  • Ability to diffuse difficult situations when addressing violations or complaints.
  • Possession of a valid Michigan driver’s license.
  • Certification as a Soil Erosion and Sedimentation Control Inspector (Part 91) within 12 months of hire.

Responsibilities

  • Inspects active and proposed construction, development, and excavation sites for compliance with the Michigan Soil Erosion and Sedimentation Control (Part 91, NREPA) requirements and county ordinances.
  • Prepares written inspection reports, correspondence, and records related to site conditions and compliance status.
  • Issues verbal and written correction notices, re-inspects sites for compliance, and recommends enforcement actions when necessary.
  • Investigates complaints regarding soil erosion, sedimentation, and stormwater impacts to water resources or adjacent properties.
  • Provides technical assistance and education to contractors, developers, landowners, and the public regarding soil erosion regulations and best management practices.
  • Reviews site plans, drawings, and permit applications for adequacy of proposed erosion and sedimentation controls.
  • Coordinates with state and local agencies to resolve violations and ensure compliance with soil erosion standards.
  • Testifies at hearings and in court as required.
  • Meets with community groups and agencies regarding prevention and resolution of soil erosion issues.
  • Performs a variety of office activities such as data entry, record keeping, and preparation of program activity reports.
  • Performs other duties as assigned.
