About The Position

Rivet Operations Company (“Rivet”) is seeking an experienced Software Manager with specialized expertise supporting the deployment, configuration, and data management of DoD tactical data link (TDL) implementation research tools. The Software Manager should be skilled in managing software tool releases, maintaining MIL-STD reference data, and providing training and technical guidance to acquisition programs across the Department of Defense. The Software Manager will provide professional experienced in tracking and analyzing system implementation data, advising stakeholders on interoperability strategies, and generating technical documentation to support operational and acquisition objectives.

Requirements

  • Education: Associate’s degree in a technical field such as computer science, engineering, or information technology.
  • USAF Program Management Experience: Minimum of four (4) years managing USAF programs or projects.
  • Certification: Possession of a current Security+ certification.
  • IT Project and Data Management Experience: At least two (2) years of experience managing complex IT projects and associated data.
  • iSMART Tool Experience: Minimum of two (2) years of experience using the iSMART process and toolsets.
  • TDL Network and Military Standards Experience: At least one (1) year of experience with Tactical Data Link networks and familiarity with applicable MIL-STDs (3011, 6011, 6016, 6017, 6020, 6040, 188-220, and 2045-47001).
  • Strong analytical, documentation, and communication skills to support technical briefings, reports, and acquisition planning.
  • Security Clearance: Position requires applicant to be a US Citizen and able to obtain the required security clearance for the position.

Responsibilities

  • Assist the Government in deploying, tracking, and maintaining updated versions of the iSMART toolset across the DoD.
  • Manage scheduling and release of updated toolsets according to Government-defined timelines.
  • Register applications and systems within the Enterprise Information Technology Data Repository (EITDR).
  • Attend iSMART-related meetings to provide technical recommendations, training, and process support to acquisition programs and other stakeholders.
  • Guide users in documenting detailed system implementation data using standardized processes and tools.
  • Gather, analyze, and evaluate implementation data to develop background papers, staff studies, talking papers, and presentation materials.
  • Update toolset reference data to reflect current MIL-STD baselines by incorporating Joint Multi-TDL Configuration Control Board (JMTCCB) approved MIL-STD Interface Change Proposals (ICP).
  • Support acquisition programs in identifying and resolving interoperability disconnects during planning and later acquisition phases.
  • Research and document system implementation strategies to communicate progress, facilitate decision-making, and inform interoperability planning.
