About The Position

RSC2, Inc. is seeking an experienced Senior Software Engineer to provide engineering expertise to the Product Manager for Terrestrial Spectrum Warfare (PdM TSW). This role focuses on delivering technical solutions for Electronic Warfare (EW) and Signals Intelligence (SIGINT) systems, supporting the Army's operational capabilities. The position involves overseeing software product lifecycle management, engaging in Agile methodologies, and managing multi-disciplinary software engineering teams to ensure the successful deployment of critical capabilities.

Requirements

• Active TS/SCI clearance.
• Minimum of ten (10) years of relevant experience.
• Experience with software tools including Photon, Salvage, Visual Studio, Eclipse, IntelliJ IDEA, GIT, Rational Team Concert (RTC), JIRA, Confluence, SVN, Nexus, CentOS, MacOS, Windows, SQL, ONEROOF, Niagara Files (NiFi), ArcGIS, RaptorX, REDHAWK, Nimble Eagle, GEOnet, EWPMT, IEWTPT, Integrated Sensor Architecture (ISA), Swagger, GNU Radio, and JICD 4.2.
• Working understanding of Digital Signal Processing (DSP), Radio Frequency (RF) principles & processing techniques, DSP frameworks, data management and SIGINT product development & prosecution for full-scale mission support from collector to consumer.
• Working knowledge of Object-Oriented Programming methodologies and Service Oriented Architecture principles and various middleware technologies to enable product development and distributed team integration.
• Experience developing software estimates and reviewing vendor proposals related to software engineering.
• Hands-on experience planning, executing, and monitoring software activities in support of product lifecycle management (acquisition through sustainment).
• Understanding of RMF A&A processes and activities in support of ATO.
• Knowledgeable of Agile/DevSecOps methodologies and tools.
• Experience overseeing vendor multi-disciplinary software engineers including software architects, developers, integrators, and testers.
• Proficient using Microsoft Office, including Word, Excel, and PowerPoint.
• Excellent interpersonal skills, proven verbal and written communications, and the ability to work on multi-functional teams in a fast-paced development environment.
• Ability to self-start and multi-task in a fast-paced environment and prioritize multiple tasks with minimal supervision.
• Excellent organizational, problem solving, and strategic thinking skills.

Responsibilities

• Oversees vendor multi-disciplinary software engineers including software architects, developers, integrators, and testers.
• Maintains full software product lifecycle management including product definition, requirements, design, integration & test, and system software deployment for PdM TSW portfolio.
• Conducts regular product updates, integration, and deployment through Research Design Technology and Evaluation (RDT&E) technology insertions and system modernization efforts.
• Supports information assurance and cybersecurity monitoring and review reporting to ensure compliance, including the development and maintenance of POA&M documents in accordance with the RMF A&A continuous monitoring process.
• Acts as Agile team product owner engaged in daily agile team execution and regular customer interaction through standups, program increment planning, and backlog management.
• Conducts COTS/GOTS integration and management including license procurement and management.
• Conducts full stack software engineering, architecture, and development for PdM TSW's portfolio.
• Manages sensor data orchestration through various middleware technologies including Integrated Sensor Architecture (ISA).
• Conducts full software engineering management support including patch and security maintenance, cybersecurity updates for Accreditation & Authorization, media duplication & management, remote software deployment and support, and non-destructive software updates.
• Develops software estimates and reviews vendor proposals related to software engineering.
