  • Leads and coordinates the overall development of applications, including system architecture, design, planning, production, and customer support for software systems and solutions, both statewide and interagency.
  • Oversees daily development activities, including coding, testing, debugging, and issue resolution for applications in development or production.
  • Provides advanced technical direction and guidance to technical staff in analysis, design, and programming activities.
  • Coordinates and develops project plans, including schedules, staff assignments, requirements gathering, gap analysis, design, and delivery.
  • Performs other duties as assigned, including active participation and/or support in disaster response, recovery, or Continuity of Operations (COOP) activation.
  • Graduation from an accredited four-year college or university with major course work in Computer Science, Engineering or related field.
  • Minimum of 10 years' experience developing applications using Visual Studio, C#, .NET, Web Services, Angular.
  • Knowledge of current and emerging high-level principles, practices, and techniques of software engineering, systems analysis, and computer programming.
  • Knowledge of multi-tier system development, troubleshooting, and resolution of complex technical issues.
  • Knowledge of cloud computing platforms (such as Azure, AWS, Google Cloud), including cloud architecture, deployment models, and cloud-native application development.
  • Skilled in web development tools: C#, .NET, XML/JSON/HTML, REST APIs, Angular.
  • Skilled in database management systems such as Oracle and/or SQL Server.
