About The Position

The Work: Join a Mission That Matters Torch.AI builds the AI Control Layer for the United States Government—foundational infrastructure that turns complex, multi-domain data into operational decision advantage. Our platform is accredited, deployed, and operating today across enterprise clouds and tactical edge environments. We support billing and reporting, multi-INT fusion, predictive movement analysis, targeting workflows, anomaly detection, and decision support for cross-domain operations including ISR, information advantage, joint effects, and force protection. In 2021, Torch.AI acquired The Data Tech Group (DTG), a trusted provider of mission-critical software and sustainment support. Torch.AI (DTG) plays a key role in supporting the Defense Information Systems Agency (DISA) Telecommunications Inventory and Billing Information (TIBI) program. The system manages and reconciles telecommunications service inventory and associated billing data for DoW customers. It provides visibility into telecom assets such as circuits and services, links those assets to customer accounts, and supports accurate chargeback and financial tracking by aligning service inventory records with billing information. This role offers the opportunity to support current TIBI operations while contributing to future TIBI program modernization efforts, including system upgrades, security compliance evolution, and long-term platform sustainment. Requirements

  • Active Secret clearance (minimum).
  • Active CompTIA Security+ certification.
  • B.S. Degree in Computer Science, Information Systems, or related field (or equivalent experience).
  • 5+ years of experience in software development within structured or compliance-driven environments.
  • Strong SQL skills, including writing and optimizing complex queries.
  • Hands-on experience with Oracle and SQL Server performance tuning.
  • Experience operating within federal or DoD IT environments.

Nice To Haves

  • Java development experience supporting backend services or modernization initiatives.
  • Experience supporting DoD or federal civilian agency contracts.
  • Familiarity with PL/SQL, T-SQL, and database-driven enterprise systems.
  • Experience with C#/.NET, HTML/CSS, JavaScript/TypeScript, or RxJS.
  • Experience supporting ATO packages, RMF processes, and STIG compliance.
  • Experience supporting ICAM integration or identity modernization initiatives.
  • Experience collaborating in customer-facing or project leadership support roles.
  • Exposure to data ingestion pipelines, orchestration tools, or modern data platform integrations.

Responsibilities

  • Software Development & Sustainment Develop and maintain application components supporting the current TIBI system baseline.
  • Perform peer code reviews and uphold disciplined engineering standards.
  • Support integration testing and validate release readiness across environments.
  • Write and optimize complex SQL queries and stored procedures.
  • Support performance tuning across Oracle and SQL Server environments.
  • Project & Release Support Track deployments and releases across development, test, and production environments.
  • Provide technical troubleshooting and customer support in coordination with the Project Lead.
  • Support structured release testing and change management processes.
  • Assist with customer migration efforts, including ICAM integration and identity modernization.
  • Maintain technical documentation, SOPs, and operational artifacts.
  • Security & Compliance Ensure systems align with DoD and federal security requirements, including: RMF / NIST 800-53 controls Oracle and SQL Server STIG compliance Audit logging and access control requirements Support ATO documentation, audit readiness, and security control updates (including Rev5 migration).
  • Collaborate with ISSM/ISSO teams on compliance and accreditation activities.
  • TIBI Modernization Support Contribute to Java-based backend enhancements supporting long-term TIBI modernization.
  • Identify and propose modernization opportunities across architecture, data flows, and integration patterns.
  • Support data engineering tasks, including data transformation, ETL refinement, and performance optimization.
  • Configure and deploy Torch.AI data ingestion and orchestration capabilities to enhance TIBI workflows.
  • Collaborate closely with Torch.AI engineering teams to integrate modern data movement, semantic processing, and orchestration patterns.
  • Support evaluation of system performance, scalability, and maintainability to guide phased modernization efforts.
  • Assist with transitioning legacy components toward scalable, secure, and supportable architectures.
