About The Position

The Software Developer / Platform Engineer is the hands-on coder responsible for building, maintaining, and enhancing the MCPIC software platform including data pipelines, system integrations, APIs, and the underlying application architecture that powers both the Maintainer Dashboard and Enterprise Dashboard environments. While the AI/ML Data Scientist focuses on model development and the Data Visualization Developer focuses on front-end presentation, this role owns the core platform engineering: the DevSecOps CI/CD pipeline, source code management, automated testing, system integration code, enterprise API connections (GCSS-MC, ELMS, Advana/Jupiter), and the sprint-based software delivery cycle. Per the PWS, the contractor must deliver fully compilable source code at defined drop points, maintain a lab environment for testing, perform cybersecurity scans and STIG reviews, and deliver two major enterprise dashboard releases per 12-month period. This developer works within the Agile sprint framework, supporting the 2-week sprint cycles and contributing to the Government Enterprise Configuration Control Board (ECCB) change management process. The role requires privileged access to MCEN Azure and Jupiter/Advana environments. This position is located in Quantico, VA. Your future duties and responsibilities: Develop, maintain, and enhance the MCPIC software platform including data pipeline code, API integrations, and application logic within Azure MCEN and Jupiter/Advana environments Maintain and deliver source code (new, reused, or modified) to facilitate the data pipeline and dashboards per CDRL A005 (Software Documentation and Source Code) Support the DevSecOps CI/CD pipeline including automated code reviews, test-driven design, automated scripts, and Marine Corps-approved source code analysis tools Deliver fully compilable source code releases at defined drop points: beginning of Systems Integration & Test, beginning of GAT, and end of GAT per ISO/IEC 14764 Test planned dashboard, model, and source code releases to ensure compatibility with current systems before deployment Develop and execute test plans and test cases to support Government Acceptance Testing (GAT) and regression testing per software release plans Build and maintain enterprise system integrations including bidirectional APIs with GCSS-MC, ELMS (formerly DPAS), Advana/Jupiter, and S3 bucket synchronization for Jupiter data pull Support two major enterprise dashboard releases per 12-month period per PWS requirements, plus continuous iterative releases every 2–4 sprints Perform cybersecurity scans and STIG reviews in support of annual security reviews and ATO attainment/sustainment per PWS 3.3.4 Maintain the lab environment with field-representative hardware designed to test updates and new cyber requirements prior to deploying new features Prepare and deliver system documentation per EIA-649-1 including system baseline, system architectures, system specifications, test plans, wiki pages, Jira entries, Jupyter notebooks, training documentation, and Software Bill of Materials (SBOM) per PWS 3.3.5–3.3.6 Support system administration tasks including OS maintenance, user management, password resets, and cloud architecture optimization per PWS 3.3.4 and 3.3.7

Requirements

  • Bachelor's degree in Computer Science, Software Engineering, or related technical field
  • 5+ years of professional software development experience with at least 2 years in a DoD or Federal Government environment
  • Proficiency in Python and/or JavaScript with experience in full-stack or back-end development
  • Experience with Microsoft Azure cloud services, Azure DevOps, and cloud-native application development
  • Experience with CI/CD pipelines, automated testing frameworks, and DevSecOps practices
  • Familiarity with API development and enterprise system integration (REST, SOAP, AMQP, MQTT)
  • Experience with relational databases (SQL Server, PostgreSQL) and data pipeline development (ETL)
  • Security+ certification or equivalent IAT-II (or ability to obtain within 90 days of start)
  • Active Secret clearance
  • Experience with Agile/Scrum development methodologies and tools (Jira, Confluence)

Nice To Haves

  • Prior experience on the Marine Corps Enterprise Network (MCEN) or Azure Government cloud environments
  • Experience with Qlik API integration, DataBricks, or Jupyter notebook environments
  • Familiarity with GCSS-MC, DPAS/ELMS, or other DoD enterprise logistics systems at the integration level
  • Experience with configuration management per EIA-649 and software release management per ISO/IEC 14764
  • Knowledge of NIST 800-53, RMF, and STIG compliance in the context of application development
  • Experience with MCPIC application suite (iPRIME, iMark, iTrack, IoT Server) or similar government logistics platforms
  • Experience maintaining Software Bill of Materials (SBOM) and supporting independent V&V activities
