The Software Developer plays a critical role in designing, developing, and maintaining applications that support the Department of Labor and Industry’s mission. This position focuses on building scalable, secure, and efficient software solutions that enhance service delivery for Montana’s workforce and employers. The developer collaborates with technical and business teams to modernize systems and implement automation and ensure smooth integration across enterprise platforms. The role requires both hands-on coding and strong analytical skills to translate user needs into reliable software solutions. Key responsibilities include providing a high level of customer service to internal and external stakeholders. Review, analyze, and estimate tasks to be worked in an Agile sprint process. Test process and platform improvements. Troubleshoot errors and collaborate with others to resolve issues. Work closely with Business Analysts, subject matter experts Project Managers on business requirements, training, design, and process improvement.

  • Provide software administration: Design, develop, maintain, test, and deploy secure, scalable software applications that meet agency needs and performance standards.
  • Develop knowledgeable teams: Collaborate with leaders, project managers, analysts, and end-users to translate requirements into functional technical specifications.
  • Strategic planning and modernization by modernizing and maintaining systems, implementing upgrades and new integrations to improve system reliability, continuous improvements and performance.
  • Ensure regulatory compliance by overseeing and implementing cybersecurity, accessibility, and data privacy standards.
  • Participate in the full software development lifecycle (SDLC) by assisting in requirements gathering, design, writing clean maintainable code, documenting code and processes, knowledge sharing, testing, deploying and support.
  • Cultivate stakeholder relationships by maintaining open communication with leadership, business liaisons, project management, quality assurance analysts, business analysts, and partner agencies.
  • Represent the division by supporting innovation initiatives, researching and implementing new tools, frameworks, and methods to improve software.
  • Utilize data analytics to monitor program effectiveness, identify trends, and develop actionable solutions for improvement.
  • Provide reporting assistance to business partners.
  • Implement Laws and Regulations: Understand and apply federal and state statutes, regulations, and program policies and how to implement those policies into the supported software platforms.
  • Leadership and Team Management: Team collaboration experience. Working in an agile environment, being able to pilot demo ideas, changes, enhancements. Be able to share knowledge and cross train with other team members.
  • Strategic Planning and Innovation: Modernizing systems and planning for long-term program adaptability.
  • Analytical and Problem-Solving: Ability to diagnose complex issues, design effective solutions, and make data-driven decisions.
  • Resource Management: Ability to work effectively within agile or hybrid project environments, coordinating across teams and managing deliverables.
  • Communication and Collaboration: Strong written and verbal communication skills, including the ability to create technical documentation and explain technical concepts to non-technical stakeholders.
  • IT Modernization and Digital Transformation: Experience upgrading or replacing legacy systems, implementing automation, and supporting digital transformation initiatives.
  • Change Management: Commitment to adapting to legislative changes, technology changes, and learning emerging technologies and improving software development processes through innovation and feedback.
  • Demonstrated experience in software development, systems analysis, or application support in a professional or government environment.
  • Proven success designing, developing, and maintaining enterprise applications or large-scale information systems.
  • Proficiency in object-oriented programming and web application frameworks.
  • Experience integrating and modernizing IT systems through APIs, microservices, or data transformation pipelines.
  • Proficiency with technology systems, data analytics, and program modernization (IT/systems integration experience preferred).
  • Familiarity with agile development methodologies, DevOps practices, and Continuous Integration/Continuous Development pipelines.
  • Strong communication and collaboration skills, with ability to work effectively with internal teams, external partners, policy makers, and stakeholders.
  • Demonstrated experience preparing and delivering presentations to stakeholders, partners, and public audiences on matters of organizational policy, program administration, or operational change.
  • Experience leading or participating in the modernization and integration of major IT systems, including stakeholder engagement, process redesign, and adoption of new technologies.
  • A bachelor’s degree in information technology, or a closely related field may supplement relevant professional experience but is not a substitute for demonstrated skills and competencies in the areas noted above.
  • Equivalent combinations of education and directly related experience will be considered.
