The purpose of this classification is to lead and coordinate the efforts of the software development and cybersecurity teams, conduct regular security assessments and audits to identify security risks, manage the response to security incidents and breaches, and provide guidance on the adoption of new software, security technologies, and practices. Employees in this classification will stay abreast of the latest cyber security trends and threats, the latest software applications, provide training and awareness programs to employees, and work closely with other departments to ensure a cohesive and robust software and security posture throughout the organization.

  • Develop and implement long-term cybersecurity strategies and policies to protect the organization's digital assets and ensure information security.
  • Help coordinate critical infrastructure cybersecurity protection planning and cyber incident response planning with appropriate state and local entities.
  • Assist in facilitating cyber tabletop exercises for critical infrastructure within the city.
  • Identify, analyze, and mitigate cybersecurity risks to minimize their impact on the organization.
  • Conduct regular security assessments and audits to evaluate the effectiveness of current security measures and identify vulnerabilities.
  • Lead the response to cybersecurity incidents, including investigation, containment, eradication, and recovery activities, as well as post-incident analysis.
  • Ensure that cybersecurity practices comply with relevant laws, regulations, and industry standards to avoid legal and regulatory penalties.
  • Check and approve other department software and IT systems to make sure they adhere to all security and compliance standards.
  • Create, update, and enforce security policies and procedures to maintain a secure hardware and software environment.
  • Implement best practices in software development and version control.
  • Help ensure that the development team is aligned with organizational goals, efficient in their workflows, and capable of delivering high-quality products.
  • Oversee the planning, execution, and delivery of software and development projects.
  • Monitor that projects are delivered on time, within scope, and budget.
  • Mitigate and/or communicate when outside time, scope or budget.
  • Coordinate with different departments within the organization on software development needs and issues.
  • Coordinate the management of the city's Enterprise Resource Planning (ERP) platform, INFOR.
  • Oversee and manage the city's Microsoft 365 platform, including applications like Exchange Online, SharePoint, OneDrive, and Microsoft Teams.
  • Oversee user management, security groups, role-based access control (RBAC), and single sign-on (SSO) with Azure AD.
  • Manage Microsoft 365 security features, including Data Loss Prevention (DLP), conditional access policies, multifactor authentication (MFA), and auditing.
  • Maintain sites, document libraries, file sharing, and permissions in SharePoint and OneDrive.
  • Possess an understanding of mobile device and application management using Microsoft Intune, including device compliance and security policies.
  • Deploy and manage backup solutions for Microsoft 365 data, including SharePoint, OneDrive, and Exchange, as well as disaster recovery strategies.
  • Lead and manage the cybersecurity and development teams to ensure they are effective, and up to date with the latest cybersecurity and program development trends.
  • Develop and deliver cybersecurity training and awareness programs to educate employees about best security practices and emerging threats.
  • Manage the division-level budget for development, cybersecurity initiatives, tools, and resources effectively.
  • Keep abreast of the latest cybersecurity threats and trends and implement measures to detect and prevent attacks.
  • Associate's degree with training emphasis in cybersecurity, computer technology, networking, programming, or related field.
  • Two (2) years of experience in a programming or cybersecurity role preferred.
  • A combination of high school diploma and industry standard certifications such as A+, ITF+, Network+, Security+, CCNA, MCP, CEH, CISSP, ECIH, GESC, and MCSE in conjunction with two (2) years of experience in a cybersecurity role.
  • Management or supervisory experience required, two years preferred.
  • Must possess and maintain a valid driver's license.
  • Professional information security certifications such as CompTIA Security+, SSCP, CISSP, CISM, CCNA Security, CCNP Security, CEH, GIAC, or CISA desired.
