Administration of Human Resource Programs

This position is located in the Homeless Services section of the Social Work Department. This position is responsible for the Health care for Homeless Veterans program. This includes the Veterans Justice outreach program, the outreach to homeless Veterans team, the GPD Grant Per Diem program, coordinated entry, community employment and duties related to our CRRC Community Resource and Referral Center, where the position is located. The address is 1500 Franklin Street, NE. Washington DC 20018.

  • Facilitate case management services for Veterans who are severely injured or ill.
  • Administer information and analytical systems to evaluate and enhance the quality of services provided to patients.
  • Develop and implement information systems to track services activities.
  • Develop, implement and evaluate clinical guidelines and protocols to establish appropriate utilization of services.
  • Provide administrative, technical, and clinical supervision
  • Establish guidelines and performance expectations for staff, which are clearly communicated.
  • Resolve informal complaints and grievances and respond to various forms of correspondence.
  • Develop work improvement plans, recommending personnel actions as necessary.
  • Ensure subordinates are trained and fully comply with the provisions of the safety regulations.
  • Assist in planning, establishing and implementing policies and procedures.
  • Perform the administrative and personnel management function relative to staff supervised.
  • Provide formal and informal feedback and periodically evaluates employee performance.
  • Work to resolve informal complaints and grievances.
  • Assure that subordinates are trained and fully comply with the provisions of the safety regulations.
  • Exercise supervisor authorities and responsibilities involving work assignment and review.
  • Provide administrative and clinical oversight of HCHV MyHealtheVet/Secure Message accounts to ensure completion within the 72-hour timeframe and consults in compliance with national policy.
  • Perform a wide range of services and provides technical assistance to State, local, and private agencies, and universities.
  • Perform program analysis, development, review, research, design, and contract work as possible with various agencies (public, Department of Defense [DOD], state, etc.).
  • Provide leadership, guidance, teaching and consultation on staff education and development to hospital staff.
  • Provide education to Veterans on VHA health care services available at the facility and about services available within the VISN and in the local community.
  • Establish and maintain an ongoing education program for caregivers, Veterans, community agencies, students, and staff to facilitate understanding of medical treatment, including clinical practice guidelines, mental health issues, readjustment issues and psychosocial problems.
  • Facilitate training and orientation of new and incumbent personnel.
  • Provide clinical consultation and direct clinical interventions.
  • Includes extensive supervisory HR duties of direct employee supervision. Performance appraisals and oversight of employee performance.
  • Oversight of contracts and financial obligations and responsibilities of contract management.
  • Works in collaboration with the VISN 5 homeless coordinator and various points of contact at the central office. Reports and responses to VISN and central office queries,
  • Works in close collaboration with the other supervisors in the homeless program.
  • This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific eligibility requirements per VHA policy and submit your EDRP application within four months of appointment. Program Approval, award amount (up to $200,000) & eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after review of the EDRP application. Former EDRP participants ineligible to apply.
  • Pay: Competitive salary and regular salary increases.
  • Paid Time Off: 37-50 days of annual paid time offer per year (13-26 days of annual leave, 13 days of sick leave, 11 paid Federal holidays per year)

  • Child Care Subsidy: After 60 days of employment, full time employees with a total family income below $144,000 may be eligible for a childcare subsidy up to 25% of total eligible childcare costs for eligible children up to the monthly maximum of $416.66.
