Executive, Legislative, and Other General Government Support

This highly responsible administrative, managerial position performs responsible administrative, managerial, and professional work in support of the Social Services Administration, including Childcare, Adult Day Care, Youth and Family, and Senior Services. Implements and administers State and Federal grants and ensures compliance for department programs to meet the social and fiscal needs and expectations of the community. Supervises, directs, evaluates, and reviews the work of subordinate Social Services personnel. Reports to the Social Services Program Manager.

  • Plans, develops and assures the implementation of programs and services to meet the Social Service needs of the community.
  • Supervises compliance with policies, procedures, regulations, and standards of quality and safety.
  • Reviews the work of subordinates for completeness and accuracy; evaluates and makes recommendations as appropriate; assistance and training as needed.
  • Promotes the success of Social Service programs through the effective preparation of publicly distributed materials, including flyers, press releases, department website, and through media contact.
  • Ensures that written and verbal communication about the City reflects its mission and goals.
  • Locates and writes grants for new and continued funding to both expand and maintain programs and services for the community.
  • Supervises the management of all grants received and assures both fiscal and programmatic compliance.
  • Coordinates and leads special projects, as well as, department and City-wide initiatives.
  • Interacts and communicates with various groups and individuals such as the immediate supervisor, other City department heads and personnel, subordinates, sales representatives, program participants and their family members, community organizations, school personnel, news media, and the general public.
  • Ensures the efficiency and effectiveness of all areas of responsibility.
  • Ensures accurate and timely billing for grants for services delivered; receives receipts and records payments; for activities; balances receipts and money; prepares deposits and maintains account records.
  • Reserves facility for meetings and events, as needed. Completes facility rental permits; ensures compliance with rules and regulations; makes set-up and tear-down arrangements for events.
  • Ensures proper preparation and maintenance of records and reports.
  • Performs general administrative/office duties as required, including conducting and attending meetings, preparing reports and correspondence, entering computer data, copying and filing documents, faxing information, answering the telephone, assembling materials, etc.
  • Operates City vehicles, including a 15-passenger van, and a variety of equipment such as a computer, printer, typewriter, audio-visual equipment, calculator, copier, fax machine, telephone, laminator, binder, and other office equipment as necessary.
  • Coordinates and supervises the set-up of tables and chairs, decorations, etc., as well as, supervise activities and programs; directly supervises the interaction of employees for events and meetings as required; makes catering arrangements for events as necessary.
  • Performs general housekeeping and light maintenance work as required.
  • Performs related duties as assigned.
  • Bachelor's degree from an accredited four-year college or university in Human Services, Social or Leisure Services Management, Business Administration or related field.
  • 5 years of experience providing community/social service programs, including 1 year of supervisory experience.
  • Demonstrated writing ability with knowledge in the areas of grant writing and access to funding sources or equivalent.
  • Experience in either program evaluation or quality assurance required.
  • Proficiency with Microsoft Word and Excel.
  • First Aid/CPR certification required within 90 days of hire.
  • Employee may be subject to annual Level II background screening and health physical.
