About The Position

Under the general supervision of the Divisional Social Services Director, the Divisional Social Services Manager (DSSM) provides division-wide leadership, oversight, and evaluation of all residential and non-residential Social Services programs within the PMC Division. The DSSM ensures programs operate in compliance with The Salvation Army National Social Services Standards, contract requirements, and funding regulations, while meeting the needs of individuals, families, and communities served.

Requirements

  • Bachelor’s in business administration, Human Services, Social Work, Education or related field from an accredited college or university
  • Five years progressively responsible experience developing, implementing and managing social service and residential programs; preferably with a 501 (3) c tax exempt status
  • Solid case management experience
  • Experience in developing and implementing new programs, developing program evaluation tools, collecting and analyzing program data, compiling data for statistical reporting and outcome measures
  • Experience with grant research techniques, budget development and management, accounting and financial analysis
  • Experience with databases and/or Client Management Systems
  • Three years previous supervisory experience, experience coordinating special projects and developing teams and providing support to senior-level management
  • Valid State driver’s license

Responsibilities

  • Provide division-wide oversight for the development, enhancement, and evaluation of all social services programs in collaboration with the Divisional Social Services Director, Corps/Command leadership, and program staff
  • Develop, implement, and maintain standardized policies, procedures, and tools governing admissions, intake, discharge, incident reporting, client complaints, outreach, referrals, community relations, and Pathway of Hope integration.
  • Oversee implementation of all social services operations to ensure compliance with grant requirements, funding regulations, TSA standards, and divisional training protocols.
  • Establish and maintain systems and workflows that support effective casework, service delivery, invoicing, and administration of emergency and ongoing assistance programs.
  • Develop and administer a standardized program evaluation framework using TSA National Social Services Standards
  • Participate in budget planning and monitoring to track expenditures, funding levels, and compliance with financial projections.
  • Serve as a divisional representative in community meetings, coalitions, and partnerships related to emergency assistance and homelessness.
