About The Position

Under the supervision of the Cameron County Public Health Preparedness Program Director or designee. Responsible for advanced work in the development, implementation, exercise and evaluation plans of the Strategic National Stockpile and CHEMPACK plans for Cameron County. Ensures coordination with local and state planners to ensure integration of SNS plan with local and statewide planning efforts. Performs professional and technical public health work in response to bioterrorism, outbreaks of infectious diseases and other public health threats and emergencies.

Requirements

  • Bachelor's degree from an accredited college or university with a major course work in public health, public affairs, public administration plus one (1) year of full-time paid employment in the related field -OR- Associates degree plus three (3) years of full time paid employment in the related field -OR- Graduate of an Accredited Law Enforcement Academy plus four (4) years of experience in the related field.
  • Knowledge of the concepts of planning, training and exercising principles and methodologies.
  • Knowledge of public health, local, state and federal public health organizations, public health laws and regulations, history of common infectious diseases, medical terminology.
  • Possess excellent communication skills (verbal, written and Spanish speaking ability).
  • Knowledge of computer programs software (MS Word, Excel, PowerPoint, internet).
  • Ability to analyze and evaluate public health needs.
  • Ability to work with confidential client information.
  • Ability to interpret public health laws and regulations.
  • Knowledge of the Incident Command Structure to implement the Incident Command Structure system in any event.
  • Knowledge of Hazmat decontamination procedures.
  • Ability to train others.
  • Ability to follow oral and written instructions.
  • Ability to work with public.
  • This position requires to be On-Call and to work during any natural disaster or emergency.
  • Must complete Incident Command Structure training: ICS-100, ICS-200, ICS-300, ICS-400, ICS-700, and ICS-800 within one year of employment.
  • Must have a valid Texas Driver's License, comply with State of Texas Driving Laws, and maintain an acceptable driving record.
  • Must have reliable transportation.
  • Criminal background check is required for employment or continued employment.
  • Good health and physical condition sufficient to permit full performance of the duties of the position.
  • If additional assistance is required, employee must request assistance prior to performing the assignment.

Responsibilities

  • Coordinates the development, implementation, exercise and evaluation of the Strategic National Stockpile (SNS) plan for Cameron County.
  • Develop the procedures and protocols necessary for the implementation of the distribution of the SNS, mutual aid agreements, contingency contracts, and other agreements to ensure access to the human resources, support organizations/agencies, partners, and facilities included in the plans.
  • Works with state and local planners to ensure that every resident in Cameron County has access to SNS in case of deployment.
  • Coordinates and conducts the review and assessment of the SNS plans and programs including the Cities Readiness Initiative.
  • Assists local governmental entities in developing and implementing policies and procedures for plan implementation and for measuring progress towards achieving objectives.
  • Ensures that SNS preparedness functions (point of dispensing sites) are identified in all plans and the appropriate roles and responsibilities are established as well as a p lan developed for providing redundant capacity (distribution, security, c ommunications).
  • Identifies facilities and personnel resources within the county to achieve rapid effective dispensing of SNS.
  • Collaborates and coordinates with other PHPP staff regarding logistical and communication support during POD operations.
  • Assists with identifying gaps and implements corrective action where appropriate
  • Develops briefing documents and reports on SNS topics and activities.
  • Reviews, analyzes and makes written recommendations on regional and local public health preparedness and response plans in accordance with the CDC grant guidelines.
  • Conducts research and presentations on public health issues and best practices pertaining to SNS, Points of Dispensing, planning, etc.
  • Evaluates findings and makes recommendation or revises materials or plans based on the findings.
  • Coordinates and conducts the review and assessment of local level SNS plans and programs.
  • Develops and delivers presentations to local and regional entities and other stakeholders to improve understanding and support to local SNS planning.
  • Provides training for regional and local staff on SNS planning methodologies and issues.
  • Develops and delivers trainings to stakeholders on preparedness, response, and SNS.
  • Conducts exercises according to grant requirements including staff call down, site activation, facility set up, and full scale dispensing in CRI metropolitan statistical area.
  • Prepares and compiles all documents for DSHS/CDC audits, posts documentation to state and federal shared drives, prepares after action reports, and assists in coordination of corrective action plans.
  • Maintains and updates SNS notebooks and all other related SNS policy and procedures.
  • Updates the local SNS plan and ensures coordination and integration with regional and statewide planning
  • Provides advice and assistance to the local Metropolitan Medical Response System (MMRS) in their efforts to organize and deploy SNS preparedness processes in all
  • Participates in Cameron County Public Health Department Operations Center during emergency response activations such as hurricanes, Zika, etc.
  • Promotes volunteering through recruitment and publicity strategies and campaigns.
  • Researches and writes volunteer policies and procedures, including risk assessments and job action sheets.
  • Maintains the volunteer database.
  • Ensures volunteers are appropriately credentialed.
  • Monitors, supports, motivates and accredits volunteers and their work.
  • Coordinates or provides training for local staff and volunteers on various preparedness and response topics including, but not limited to, SNS, Incident Command Structure and All Hazards.
  • Completes and submits proper documentation on exercises.
  • Serves as a liaison with federal, state, and local agencies in matters concerning the d eployment of the
