About The Position

Suvi is looking for a SME/SR Enterprise Architect to work remotely. The Enterprise Architect (EA) supports the U.S. Department of Health and Human Services (HHS) Office of the Chief Information Officer (OCIO) in advancing a comprehensive, results-oriented HHS-wide enterprise architecture program aligned with the Federal Enterprise Architecture (FEA) and applicable statutory mandates. Operating under contract, the EA serves as a subject matter expert across business, data, technical, and security architecture domains with integrated responsibilities spanning EA governance support, technical architecture review, and modernization leadership. The EA operates within a matrixed OCIO environment and regularly engages with HHS leadership, Operating Divisions (OpDivs), Staff Divisions (StaffDivs), OMB, GAO, and Congressional stakeholders.

Requirements

  • US Citizenship.
  • Ability to obtain and maintain a Public Trust clearance.
  • Bachelor's degree in computer science, Information Technology, Systems Engineering, or a closely related field.
  • Minimum 10 years of progressive experience in enterprise architecture, IT program management, or related federal IT disciplines.
  • Demonstrated experience supporting federal departments or agencies, with working knowledge of OMB policies, FITARA, and federal CPIC/TBM frameworks.
  • Proficiency with EA frameworks and methodologies (FEAF, TOGAF, or equivalent).
  • Strong written and verbal communication skills; proven ability to produce executive-ready deliverables under tight timelines.
  • Experience with IT portfolio management, data analysis and enterprise performance lifecycle (EPLC) processes.
  • Must be open to occasional travel.

Responsibilities

  • Support enterprise architecture (EA) program management, including roadmap development, portfolio rationalization, and lifecycle governance.
  • Develop and maintain EA artifacts across business, data, application, and technology domains aligned with FEAF and TOGAF.
  • Lead application portfolio rationalization (APR) and legacy IT modernization to reduce redundancy and optimize investments.
  • Manage EA tools and repositories to ensure accurate, audit-ready architecture data.
  • Define IT strategies and roadmaps aligned to mission priorities and modernization goals.
  • Coordinate and support EA governance bodies (e.g., EARB, CAB, IRB), including meeting facilitation, materials, and documentation.
  • Develop policies, standards, and procedures aligned with OMB A-130 and HHS EPLC.
  • Prepare decision packages, conduct analysis, and support issue resolution for governance boards.
  • Enhance governance tools and workflows and ensure audit-ready documentation.
  • Conduct architecture reviews and provide guidance on IT investments, system designs, and solutions.
  • Assess technical feasibility, risks, and long-term impacts of proposed architectures.
  • Promote modern architectures (cloud-native, Zero Trust, DevSecOps, microservices, API-first).
  • Ensure compliance with FISMA, FedRAMP, NIST standards, and Section 508.
  • Ensure alignment with federal mandates (Clinger-Cohen, FITARA, MGT Act, PMIAA, OMB A-130, TBM, FIBF).
  • Support OMB data calls, Congressional requests, and GAO/OIG audits.
  • Maintain FITARA scorecard readiness and contribute to PortfolioStat and EA reporting.
  • Facilitate cross-functional meetings with OCIO, OpDiv, and interagency stakeholders.
  • Develop executive briefings, technical reports, and presentations.
  • Translate complex technical concepts into business-focused insights.
  • Mentor teams and promote best practices in federal enterprise architecture.
