About The Position

The Site-Work Foreman is a working field leader responsible for directing and actively performing heavy civil site-work within an active port terminal and waterfront environment. This position oversees daily crew activities involving grading, drainage, underground utilities, bulkhead tie-ins, dock-side infrastructure, and terminal yard improvements. This is a hands-on role. The Foreman works alongside the crew while coordinating closely with terminal operations to ensure construction activities do not disrupt vessel loading/unloading, cargo movement, or heavy equipment traffic.

Requirements

  • Minimum 3-5 years of heavy civil construction experience.
  • Minimum 1–2 years of field crew leadership experience.
  • Strong understanding of construction processes, methods, and safety regulations
  • Experience operating heavy equipment in high-traffic industrial areas.
  • Ability to manage multiple priorities in a fast-paced environment.
  • Excellent leadership, communication, problem-solving and organizational skills
  • Must be authorized to work in the United States.
  • Background check and pre-employment screening required.
  • Must obtain and maintain TWIC credential.

Nice To Haves

  • OSHA 10 or OSHA 30 certification.
  • Experience working in or around port terminals.

Responsibilities

  • Marine & Port Site-Work Operations: Lead and perform site-work activities in an active port environment, including: Wharf and dock-side grading Crane rail and crane pad foundation prep Bulkhead backfill and structural tie-ins Stormwater systems and drainage improvements Underground utilities (water, sewer, electrical, fuel lines) Heavy-duty paving and reinforced concrete for storage yards Coordinate work around vessel berthing schedules, stevedoring operations, and cargo handling equipment. Maintain awareness of waterfront hazards, tide conditions, and restricted access zones.
  • Hands-On Construction & Equipment Operation: Operate excavators, loaders, dozers, rollers, skid steers, and other heavy equipment in confined and high-traffic port areas. Perform trenching, pipe laying, compaction testing coordination, forming, and concrete placement. Verify grade elevations using laser levels and surveying tools to meet strict port load-bearing requirements. Assist with marine-adjacent work such as fender system tie-ins and dock utility connections when required.
  • Safety & Regulatory Compliance: Enforce OSHA and company-specific safety regulations applicable to port operations. Coordinate with location safety manager.
  • Coordination with Port Operations: Communicate regularly with terminal management regarding vessel schedules, cargo staging areas, and truck traffic impacts. Adjust crew workflow to prevent interference with stevedoring or ship operations. Ensure proper barricading and signage in high-traffic port areas. Assist in vessel discharge as needed.
  • Quality Control & Productivity: Implement quality assurance procedures and ensure construction activities meet technical and regulatory standards. Coordinate with engineering teams for testing and inspections. Identify and address issues that could delay timelines or increase costs, including weather delays, labor shortages, or design conflicts.
  • Documentation & Reporting: Immediately report incidents involving vessels, cargo, or terminal equipment. Track manpower hours and equipment utilization.
