About The Position

As Site Manager or Superintendent – Asphalt Plant Operations, you will play a key leadership role in delivering Department of Defense-funded infrastructure projects in Tinian. This position is responsible for overseeing the production of spec-compliant hot mix asphalt and aggregates for runway and base construction while leading a multidisciplinary team in a high-performance, safety-first environment. This role is ideal for a hands-on leader who thrives in remote, fast-paced, heavy industrial operations and is experienced in managing full-cycle asphalt production from quarry through loadout.

Requirements

  • Proven experience in asphalt plant operations and heavy industrial environments
  • Experience with batch plant systems (Marini, Astec, Ammann, or similar)
  • Background in rock crushing and aggregate production
  • Demonstrated leadership experience managing teams of 20–50 personnel
  • Experience with hot mix asphalt (HMA) production strongly preferred
  • Strong understanding of safety regulations and compliance standards
  • Must have U.S. working rights
  • Ability to work extended schedules (approximately 60 hours per week) in a remote location

  • Certifications Preferred: OSHA 30 MSHA First Aid / CPR

Responsibilities

  • Lead and manage approximately 30 personnel across production, operations, and support teams
  • Oversee full asphalt production cycle, including quarry operations, crushing, batching, and loadout
  • Operate and manage high-capacity batch plant systems (Marini TT3000 or equivalent)
  • Ensure production meets Department of Defense specifications for runway and base infrastructure
  • Manage production targets, maintenance planning, and operational efficiency
  • Coordinate rock crushing and aggregate production systems
  • Maintain strict adherence to safety standards (EM 385-1-1, MSHA, OSHA)
  • Monitor and optimize use of high RAP (Reclaimed Asphalt Pavement) mixes (50–60%)
  • Troubleshoot real-time production and equipment issues
  • Collaborate with clients, engineers, and project stakeholders
