About The Position

The Business Services Directorate (BSD) delivers essential financial, contractual, and project management capabilities to Pacific Northwest National Laboratory (PNNL) that are required as part of our management and operations contract to operate PNNL on behalf of the Department of Energy (DOE). Our BSD purpose in delivering these capabilities is to provide efficient, effective, and compliant business services in order to increase the scientific impact of PNNL. Due to the nature of this work, this role is required onsite 5 days a week in Richland, WA.

Requirements

  • BS/BA and 5 years of relevant experience -OR- MS/MA or higher and 3 years of relevant experience

Nice To Haves

  • Experience with PNNL business systems and processes, specifically the Work Authorization & Lifecycle System (WALS)
  • Project Management Reports, Accounts Receivable tools, and Proposal & Contracting Information System (PCIS).
  • Experience working with Inter-Agency Agreements (IAA) between federal agencies.
  • Accounts Receivable knowledge or experience.
  • Sales or Acquisitions Contracting experience.
  • Advanced knowledge of software including Microsoft Word, Microsoft Excel, Microsoft Access, and Power BI.
  • Experience supporting PNNL's Research Directorates in the proposal/funding processes, supporting project execution, and project closeout.
  • Experience with Oracle project, financial, and accounting systems.

Responsibilities

  • Proposal development, and monitoring contract compliance technical, financial, and contractual performance.
  • Sponsor relationship management, leading contract negotiations.
  • Interface with Department of Energy staff in support of Accounts Receivable, Proposal, Contracting, and Funding requirements.
  • Plans, develops, and participates in training of contractual and SIPP Office requirements.
  • Partner with Accounts Receivable (AR) staff to achieve the execution of AR-related tasks and requirements. Lead AR communication with Sponsors on all AR related topics.
  • Partner with the Funding Team to ensure funding requirements are met and that Laboratory funding is applied to projects in an efficient, effective, and compliant manner.
  • Lead SIPP Office related matters supporting project teams or when on a special assignment.
  • Represent the Financial Operations and Funding Contract Services division to various internal customers including PNNL Project Managers, Financial Coordinators, Business Office staff, Legal, Project Management Office Directors, Sponsors, Proposals Teams, and other subject matter experts.
  • Display a high degree of discretion, ability to execute complex tasks, and to operate independently while providing exceptional customer service.
