The Transportation Trades Division of the Department of Environmental Services (DES) is looking for a Signs & Pavement Marking Manager to lead innovative street safety solutions. Requirements

  • High School Diploma, GED, or Graduation from Vocational School
  • Three (3) years of technical trades work experience that includes responsibility for providing leadership and training to other trades workers and/or managing trades projects
  • Applicant must possess, or obtain by time of appointment, a valid driver’s license, and must provide or authorize Arlington County to obtain a copy of official driving record. Any offer of employment may be contingent upon favorable review of the applicant’s driving record. Alternatively, the applicant must have the ability and willingness to use alternative methods of transportation to perform assigned duties and responsibilities at locations other than the primary worksite.
  • First Aid, CPR, AED, IMSA I & II Pavement Marking II, Intermediate Work Zone (obtained during employment if not already in possession).

Nice To Haves

  • Working with traffic signs, pavement markings, in-street devices, or related field operations
  • Proficiency with GIS and asset management systems for infrastructure tracking
  • In-depth knowledge of MUTCD plus Arlington County design standards
  • Demonstrated success in budgeting, procurement, and policy implementation
  • Supervising field staff in a transportation, public works, or maintenance environment.

Responsibilities

  • Run the County-wide signs & pavement marking program : plan schedules, allocate resources, and set performance standards for multiple crews and first‑line supervisors
  • Own near‑term priorities: by establishing a clear path for the Temporary Sign Program, defining the sign fabrication mission & deliverables, and launching a training + succession plan for pavement marking operations
  • Provide technical oversight : interpret engineering drawings/traffic plans; select materials based on weather/traffic conditions; and inspect specialized equipment (e.g., thermoplastic applicators), troubleshooting complex field issues as needed
  • Ensure compliance & quality: by enforcing MUTCD and Arlington County design standards, accessibility requirements (e.g., ADA), and safety protocols; conduct inspections to verify visibility, durability, and accuracy
  • Lead workforce development & accountability : hire, train, coach, and evaluate staff; promote safety culture and fair employment practices; coordinate required certifications (First Aid/CPR/AED, IMSA, Work Zone)
  • Manage assets, data, and budget : oversee inventory of signs/in‑street devices/equipment; utilize GIS or asset tracking to monitor metrics; report outcomes; and contribute to budgeting, procurement, and replacement planning
  • Coordinate stakeholders & advance policy/action items : liaise with the Operations Section, planners, engineers, contractors, and other agencies; facilitate leadership priorities to support trades and infrastructure projects; manage contracts and respond to service requests and emergencies
  • Perform other job-related duties as assigned: to support the Transportation Trades’ operational and strategic priorities, including assisting with special projects.
