The Shift Commander (Captain) at Akima Infrastructure Protection (AIP) is responsible for managing the operations of the Detention Center in Brownsville, TX. This role involves overseeing staff, ensuring compliance with regulations, and providing leadership and training to detention officers. The Captain acts as the primary point of contact for various stakeholders and is tasked with maintaining safety and security within the facility while delivering consistent service across shifts.

  • Serve as the on-site point of contact for the Supervisor Detention and Deportation Officer (SDDO) and ICE contract concerns.
  • Address compliance concerns and provide supervision and guidance to improve Detention Officer skills.
  • Ensure consistent service delivery and take immediate corrective action when problems are detected.
  • Oversee staffing to fill open posts and manage call-offs due to illness or other reasons.
  • Manage briefings for Lieutenants and Detention Officers regarding changes in Post Orders or emergency situations.
  • Identify and communicate on-the-job training needs for Lieutenants and Detention Officers.
  • Report emergency situations to the COR, ICE, and AIP management as per the Performance Work Statement.
  • Document incidents with complete and accurate reports.
  • Review Record of Presence sheets for proper timekeeping by Detention Officers.
  • Oversee break schedules to ensure all Detention Officers receive breaks and proper relief.
  • Manage and report detainee counts and assist Detention Officers with disturbances.
  • Inspect all areas of the facility where detainees are present at least once per shift.
  • Provide effective leadership and supervision of all subordinate personnel.
  • Ensure adequate staffing for all assigned posts and maintain minimum manning standards.
  • Perform operational functions required in operating a detention center, including processing and transportation operations.
  • Provide written and oral reports as required.
  • Inspire and motivate employees to ensure contract compliance and provide feedback on job performance.
  • Discipline staff in accordance with applicable Collective Bargaining Agreement for negligence or disregard of procedures.
  • Participate in interviewing candidates for Detention Officer and Lieutenant positions.
  • Enforce ACA and ICE National Detention Standards and conduct daily quality assurance inspections.
  • US citizen or lawful permanent resident residing in the U.S. for the last five years.
  • High school diploma or equivalent (GED).
  • Pass a criminal background and consumer credit check (no criminal record).
  • Obtain and maintain a DHS/ICE government clearance.
  • Pass all pre-employment and random drug tests.
  • Pass a medical examination and meet health requirements.
  • At least 21 years of age.
  • Possess a valid state driver's license.
  • Minimum of one year of experience as a detention officer and two years of successful experience in field supervision.
  • Knowledge of ACA and DHS ICE National Detention Standards and regulations.
  • Membership in the American Correctional Association.
