About The Position

The Atlanta Department of Transportation was created to improve how Atlanta manages transportation and its right of way. One of the main goals of the department and the city’s Strategic Transportation Plan is to improve safety on the city’s streets and to improve the experience of pedestrians, transit riders, cyclists, and scooter riders. The Shared Micromobility Manager will be advancing goals of the One Atlanta Strategic Transportation Plan through the management of day-to-day development, regulation, and administration of micro-mobility solutions such as the shared micromobility program. This will include regular meetings with operators, conducting compliance audits, analyzing large sets of data, working closely with partner organizations, and continuing to revise policy and strategy around the program. This is an experienced professional who routinely exercises leadership over complex projects or serves as a specialized subject matter expert on transportation planning and new mobility options.

Requirements

  • Extensive knowledge of transportation planning best practices, such as Vision Zero road safety program
  • Knowledge of transportation equity challenges and solutions
  • Ability to manage and use datasets
  • Knowledge of MDS and micromobility data challenges and solutions
  • Ability to manage change and adapt to a rapidly changing industry
  • Budget development and management
  • Strong verbal and written communication skills
  • Ability to work collaboratively to arrive at constructive solutions
  • Proficiency in Excel and Esri ArcGIS
  • Bachelor's degree in related field
  • At least 3 years’ experience in transportation and urban planning, data analytics and mapping

Nice To Haves

  • Knowledge of the micro-mobility and bikeshare industry desired
  • Master’s degree in planning, Public Policy, Geography, or similar field
  • At least 2 years’ of experience in transportation and urban planning, data analytics, and mapping.

Responsibilities

  • Manages overall Shared Micromobility Program by conducting ongoing reviews of the program, developing policy recommendations, and  supporting leadership with decision-making.
  • Manages day-to-day operations of the Shared Micromobility Program including regular meetings with operator companies, continuous  tracking of permit and performance requirements, and managing a changing environment based upon the needs of the public right-of-way.
  • Manage consultant tasks and planning studies relevant to the program, as needed
  • Collect and analyze large excel, GIS, and MDS datasets to identify usage patterns and develop Key Performance Indicators
  • Develops and implements survey methods and facilitates public and stakeholder engagement
  • Designs digital presentations utilizing a variety of credible data sources for internal and public-facing use. Must be comfortable presenting data  to many different types of stakeholders and the media.
  • Enforces regulations through monitoring of digital data and in-person audits of the public ROW and develops new processes for improving  enforcement strategies.
  • Drafts RFPs, solicitations, and purchase orders related to the shared micromobility program
  • Develop policies and manage processes for installing shared micromobility infrastructure such as parking corrals.
  • Develops city-led safety education campaigns and communications strategies
  • Coordinate with various City departments to create new policies, ensure overall program strategy is consistent across many disciplines, and  ensure permit rules are followed (Finance, ATL311, APD, Atlanta Beltline, Law, Procurement)
  • Manage financial aspects of the program such as invoicing and fines
  • Coordinate with special events to ensure appropriate temporary regulations are developed and communicated effectively to ensure event safety
  • May work on new programs for shared mobility options such as pedicabs, micro-transit, or other similar initiatives as they arise
  • Supports department programs like Atlanta Streets Alive and Safe Routes to School, as needed
  • Supports department planning and engagement efforts, as needed
  • Develops briefing materials for department leadership and elected officials, as needed
  • May perform other duties as assigned.
