About The Position

The Senior Web Services Developer</b> supports technology enhancements for Texas Health and Human Services Commission (HHSC) systems, specifically within the Medicaid and CHIP Services Department’s Business Automation Support (BAS) unit. This role is responsible for planning, developing, testing, and documenting complex computer programs that support Long -Term Care (LTC) and PASRR program initiatives. The position plays a key role in the IHSS Automation project by implementing new forms, services, and workflows within the Long -Term Care Online Portal (LTCOP). The developer works closely with business users, analysts, and technical teams to evaluate system requests, determine feasibility, and ensure compliance with federal and state regulations. This role operates with a high degree of independence and may lead or direct the work of others.

Requirements

  • 8 years of experience in full software development life cycle activities, including design, development, testing, integration, and deployment.
  • 8 years of experience with SQL programming and object -oriented analysis and design.
  • 8 years of experience with Java and J2EE technologies and relational database interactions.
  • 8 years of experience with Web Services, Rapid Application Development (RAD), and WebSphere.
  • 8 years of experience creating, reading, and understanding Oracle -based stored procedures or relational database applications.
  • 8 years of experience with system integration testing.
  • 8 years of experience facilitating design, development, testing, peer reviews, and implementation activities across technical and business teams.
  • 8 years of experience developing system test plans, test scenarios, test processes, and defect validation.
  • 8 years of experience with data structures and data migration, conversion, and transformation concepts.
  • 8 years of experience evaluating user requests and developing specifications to determine feasibility and system impact.
  • 8 years of experience consulting with users to define program objectives and operating procedures.
  • 8 years of experience using structured analysis and design or object -oriented development methodologies.

Nice To Haves

  • 2 years of experience working with HHSC systems.

Responsibilities

  • Plan, develop, test, and document web services and computer programs using established programming techniques.
  • Evaluate user requests for new or modified programs to determine feasibility, cost, timeline, and system compatibility.
  • Analyze and develop technical specifications aligned with business and system requirements.
  • Consult with users to understand current operating procedures and clarify program objectives.
  • Design and implement enhancements to web services and batch processing systems supporting LTC and PASRR programs.
  • Support system integration testing and ensure alignment with existing HHSC and TMHP systems.
  • Develop system test plans, test scenarios, schedules, and defect tracking processes.
  • Coordinate with developers, business analysts, and QA teams to ensure requirements are documented and met.
  • Apply structured analysis, design methodologies, and object -oriented development practices.
  • Provide technical leadership and guidance on complex development activities as needed.
