About The Position

Rincon Consultants, Inc. is seeking a Senior Water Resources Manager/Hydrogeologist to join our growing Environmental and Earth Systems team! A successful candidate will possess exceptional knowledge and technical skills related to surface and groundwater resources; environmental permitting for water and wastewater infrastructure; sustainable groundwater management; and water resources supply options, including potable reuse and brackish groundwater. We are seeking someone with exceptional technical and analytical skills to lead water resource planning projects, specifically groundwater sustainability planning. While this role may offer flexible work arrangements that can include a mix of in-office and remote work, our changing business needs will ultimately determine our level of remote-work flexibility. Additionally, to promote in-person collaboration and client teaming, we prioritize hiring those who reside within 50 miles of a Rincon office, which currently includes: Carlsbad, Fresno, Los Angeles, Monterey, Oakland, Palm Springs, Riverside, Sacramento, San Luis Obispo, San Diego, San Jose, Santa Barbara, and Ventura. Please note, this position location is listed for the San Diego County but is also available at all the locations stated in this job description.

Requirements

  • B.S., M.S., or PhD in Water Resources Management, Environmental Science, Environmental Engineering, Geology, or another related field (M.S. and PhD preferred)
  • At least 7-10 years of direct, relevant work experience (academic, internship, and fellowship positions considered)
  • California PE/PG or EIT/GIT license (preferred but not required)
  • Exceptional knowledge of hydrogeologic, hydrologic, water quality, and ecological processes in watersheds and water bodies, including pollutant sources and their impacts on water quality and human health effects and risk assessment
  • Fluent with technical approaches for evaluating and planning watershed and/or groundwater resource management, including sustainability planning under 2014 Groundwater Sustainability Management Act (SGMA)
  • Ability to direct water, wastewater, and recycled water feasibility assessment for new supply projects
  • Experience developing numerical models for demand and supply forecasting, including knowledge of State Water Project and Colorado River system reliability
  • Experience evaluating surface water-groundwater interactions, including the deployment of stream gaging protocols and equipment
  • Demonstrated ability to formulate and solve highly technical problems related to water resources management
  • Demonstrated organizational skills, with focus on detail and time management
  • Exceptional technical writing, interpersonal, and communication skills
  • Use of statistical programs and techniques to support data analyses
  • Proficient with Microsoft Office: Excel, Access, Word, Outlook, Teams

Nice To Haves

  • Advanced degree in hydrogeology, geology, water resources management, environmental planning, environmental engineering, or natural resources science or closely related discipline
  • Proficiency in ArcGIS and using remote data
  • Demonstrated experience tracking, pursuing, and winning new opportunities with new or existing clients

Responsibilities

  • Consulting for public and private clients, providing strong client representation and advocacy to regulatory agencies
  • Lead groundwater and water supply assessments and planning deliverables, including community and stakeholder engagement
  • Reports to Principals and Directors, and engages with clients as a Senior Project Manager to ensure effective communication and service
  • Design and oversee the completion of technical documents that are accurate, clear, and succinct and of the highest quality (study/investigatory designs, data analysis, data summaries, calculations, summary tables, figures, and charts)
  • Lead a team to conduct field investigations, monitoring, and field testing and analyses using equipment and instrumentation
  • Motivate a team of Project Scientists/Engineers/Hydrogeologists to execute field work, assign tasks, and provide guidance to staff specialists and technicians
  • Provide technical and interdisciplinary team oversight including management of subcontractors, quality control of work products, budget management, and schedule control
  • Develop and maintain existing and new business relationships. Build relationships leading to follow-on and repeat work; attract work based on personal reputation as an expert
  • Train and mentor in-house staff
  • Identify and pursue leads, prepare proposals, and successfully procure project contracts
